Ms. Chu said that she and her neighbors contacted the construction agent many times, but the other party insisted on not retreating.
Ms. Chu lives in Building 1 of the community. This building is 6 stories high, with 1 staircase and 2 households. There is no elevator. She told reporters that after building consultation and other procedures, in May 2018, the Xuhui District Housing Security and Housing Administration issued a document agreeing to the installation of elevators in Building 1. After that, the "Xucheng Property" serving the cell at that time introduced an elevator builder, Shanghai Qijian Construction Co., Ltd., to the owner. Building 1 agreed to operate the elevator project by this company.
"We have 2 households on the 6th floor, and they each paid 20000 yuan to build on behalf of the party. A total of 40000." Ms. Chu said that "Shanghai Qijian Building" only asked the owner of the top floor to collect the money, and other owners in the building did not participate. The reporter saw on an advance payment receipt that the payee "Shanghai Qijian Building" promised to review the design scheme of the elevator immediately after receiving the payment, and calculate the advance payment of the formal contract fee after receiving the construction approval. If you can't get it, it will be returned within one month. The seal time is September 2018.
Another industry advocate lady on the 6th floor recalled that when the fashion ladder was eager, she and ms Chu had no doubts, and the two immediately took out their pockets. "The agent said that the design drawings need to be paid, so let's pay some money first." Ms. Zhang said that on the eve of construction, the installation of the ladder was stranded because some low-floor owners strongly questioned the spacing.
Can't install, why not refund? On May 6, the reporter dialed the telephone of the construction party. A person in charge surnamed Wang said that the company has completed the drawing design, and one party pays and the other party works. It is not without any "output", so the 40000 yuan of the two owners on the 6th floor "cannot be refunded". Mr. Wang also said that if the building is expected to add ladders, they are going to continue to build it on their behalf.
The reporter also learned from the Chaling Neighborhood Committee of Xietu Road Street, Xuhui District, that in response to the contradiction of installing ladders in Building 1, the neighborhood committee organized a coordination meeting last year, and the attendees included the person in charge of the construction party. It is understood that at the meeting, the construction party insisted on "not retreating", and the final negotiation was fruitless. The person in charge of the neighborhood committee replied that if building 1 starts the ladder installation project again in the future, it will need to consult the building again. in addition, the previously agreed construction agent and elevator company will have to "continue" the process.
"It was agreed that it was only an advance payment, so why not refund it if it could not be installed?" In this regard, Ms. Chu was very helpless, and she was anxious for the company to keep its promise, be considerate of the owner, and get a full refund as soon as possible to settle the matter.
