Recently, some owners of a residential area in Neijiang, Sichuan, found that the wall of the underground garage was knocked and the steel bars were exposed. They were worried that the safety of the house would be affected.

On June 9, the reporter visited the scene and found that the wall of the underground garage of the community was knocked on the negative third floor, directly above the elevator on the side of the single commercial building. In response to the owners' doubts and concerns, the community developer said that the construction was due to the fact that the owners of the commercial part were preparing to reduce the elevator installation position from the previous lowest negative 2 floors to the negative 3 floors, but the knock was not on the load-bearing wall, but on the elevator foundation pit.

The residential property said that it was contacting the original design unit for identification to see if it would affect the structural safety before further treatment. At present, the relevant local departments have been involved in handling the matter after receiving the report.

On the morning of June 9, under the guidance of the owner, the reporter came to the negative 3rd floor of the underground garage of the community and found that the site was still piled with materials such as sand, bricks, and cement. In addition to two large "holes" on the knocked wall, there were two obvious rows of drilled holes, and the top was blocked by baffles. At the bottom of the "hole", many steel bars originally in the wall are exposed. Behind the wall is a dark room, and at the top is a floor slab.

"This is not the most serious." After looking at these bare steel bars, a community owner said that what was more serious was the knock on the top of the wall, because other owners found thicker steel bars knocked out at the scene. As a result, he believed that the knocked wall was a load-bearing wall and was worried about the safety of residents in the community. "(Underground garage) below are frames, beams are connected together."

There are many other owners in the community who suspect that the load-bearing wall has been knocked down and worry about safety. Several owners said that they found that the wall was knocked a few days ago, and the workers who knocked on the wall were suspected to have been found by the merchants in order to lower the elevator to the negative third floor. "After I found out on Monday (June 5), I said hello and couldn't knock on the load-bearing wall. The workers agreed, but they did the same the next day." One owner said that they also called the police several times for this.

One owner of building 4 in the residential area said that because the location where the wall was knocked was closest to building 4, some owners of building 4 said there was a crack in their house. On a political platform, some community owners also reported that some businesses knocked on the load-bearing wall privately in order to facilitate business, which seriously affected the safety of the owners, and all four houses had cracks. But on the same day, the reporter failed to see the cracks they said, and it is not known whether they were related to the wall being knocked.

Contact to identify whether it affects safety

Just above the knocked wall is the elevator on the side of a single commercial building outside the community, about 20 meters away from the nearest four buildings. On June 9, the reporter found at the scene that there were teahouses, restaurants, etc. in the single-family commercial building, and shops were under renovation. But when asked about this, the people in the store said that they were not the boss and did not know.

"Where they hit the (wall), they saw reinforced concrete inside, but it was not a load-bearing wall, it was an elevator foundation pit." In this regard, the relevant person in charge of the community developer said that after the building was repaired, the two elevators involved only reached the negative second floor. The owner of the commercial part thought that it could not be used, so he prepared to lower one of the elevators to the negative third floor. "Because when the commercial owners worked together, they thought it was decoration, and there was no normal process of running various departments in the early stage."

The person in charge also said that after the residential owners saw and thought that they had knocked on the load-bearing wall, the site had been shut down. After running many departments, some commercial owners are currently contacting the original design unit to "issue a certificate" to see if it can be proved that it will not affect the residence.

The person in charge of the residential property also said that the elevators in the commercial part were not enough to reach the negative second floor, so they were going to reduce one of the two elevators to the negative third floor. "But before, the people they came to dock only said to put the elevator down, not to knock on the wall." The person in charge and another staff member also said that during the docking, the property ignored the formalities and has asked the construction party to complete the formalities and suspend the construction.

The person in charge said that after reporting and reporting to relevant departments, they are currently contacting the original design unit for identification to see if it affects structural safety. "Everything can only be carried out after the (appraisal) report comes out. We are also afraid of knocking on the load-bearing wall." Regarding the cracks reported by the owners, the person in charge also said that some owners did report, but the community has been there since the house was taken over four or five years ago, and it is impossible to determine whether it is related to knocking on the wall.

On the same day, the reporter learned from the local housing and construction department that after receiving the response, the relevant departments have stepped in to deal with the matter. The relevant person in charge of the Urban Management Administrative Law Enforcement Brigade of Dongxing District, Neijiang City said that they went to the scene to check and have sent a letter to the housing construction and other departments to determine whether it is an illegal decoration. If there is a problem and transfer, urban management law enforcement departments can be punished.

On June 11, the reporter learned from the residential property that the original designer had visited the site on June 9 and had not yet issued a relevant report for identification.
