All 20-year-old elevators have been replaced with new ones, with zero complaints for half a year after trial operation.
The brand new elevator is running up and down, smooth and comfortable. On June 14, all 13 elevators in a garden community in Jianghan District, Wuhan City were replaced and passed the test by a third-party testing agency. So far, the elevator problem that has plagued residents for many years has finally been successfully resolved.

On the morning of June 14, in Unit 1, Building 1, Jindun Garden, No. 18 Jiangda Road, Jianghan Economic Development Zone, Wuhan City, Shu Rui, an inspector of Zhongcheng Lvmai (Hubei) Testing Co., Ltd., was conducting spot checks on the maintenance quality of the elevators in trial operation. After inspection, the newly renovated 13 elevators in the district are all qualified and can operate safely.

The community was completed and handed over in 2003, with 6 buildings and 362 households, with more than 1000 permanent residents, nearly half of whom are elderly. In recent years, with the increase of service life, the phenomenon of elevator aging is prominent, frequent failure. When residents take the elevator, they often encounter problems such as elevator trap, emergency stop and fall. At the worst, five elevators stopped at the same time. "Especially after 2020, elevator failures have become commonplace. Older residents will try not to go downstairs if they can." Li Jianzhong, chief of the special equipment safety supervision department of Jianghan district market supervision bureau, told extreme news reporters that due to the aging of the elevator main engine and old parts in the district, some parts have even stopped production and cannot be replaced, and the district has no housing maintenance fund and cannot carry out large-scale elevator renovation and maintenance work. Therefore, in 2021, the district only carried out pilot maintenance and renovation of one of the elevators.
In March 2022, in order to completely solve the problem of residents' travel, Jianghan District Market Supervision Bureau organized a third-party technical organization Zhongcheng Lvmai (Hubei) Testing Co., Ltd. to carry out a comprehensive "physical examination" of elevator equipment ". The evaluation conclusion is that the score of the comprehensive safety situation is 0, and the comprehensive safety situation is registered as the lowest level "level 4". "It is recommended that the elevator be deactivated immediately and safety measures be taken to eliminate risks before use."
There have been no complaints since the renovation.
The elevator has been used for nearly 20 years, and the safety assessment report is the lowest level, and the residents are miserable. The replacement of elevators is imminent, but it is difficult for a clever woman to cook without rice. The community has no housing maintenance fund. What should I do?
In June 2022, the Jianghan District Market Supervision Bureau held a joint meeting with the District Finance Bureau, the District Housing Management Bureau, the street, the community and other departments, and decided to include the community in the 2022 financial subsidy plan for the renovation of old elevators. The problem of raising funds for elevator renovation is solved by the way of a little subsidy from the government, a little from residents and a little support from the original construction unit.
Subsequently, the Jianghan District Market Supervision Bureau adopted the mechanism of main leadership guarantee, in-charge leadership, and functional department responsibility to clarify responsibilities and reverse the construction period, and provide policy guidance, technical support, and safety supervision for the community industry committee. Assist the industry committee to independently select elevator brands and construction units, negotiate prices, sign contracts, and handle administrative approval procedures. In November 2022, after the bidding process, Jin Dun Garden Community invited Wuhan Yangcheng Technology Co., Ltd. to enter the site to renovate 13 elevators in the community. In January this year, all 13 elevators were renovated.

"After about half a year's trial operation, the elevator safety condition of the district is good." According to Wu Gang, chief engineer of Jianghan District Market Supervision Bureau, the bureau had received at least 20 or 30 complaints about elevators in the district every year, but since the elevator renovation, it has not received a single complaint.
According to another report, there are currently about 10500 elevators in Jianghan District of Wuhan City, of which about 9300 are residential elevators. At present, the district has purchased elevator safety liability insurance for 5295 elevators in the area under its jurisdiction, all of which meet the conditions of service life of more than 10 years, no housing maintenance fund or property management, as well as super high-rise elevators with more than 30 floors and the installation of elevators in existing residential buildings.
