The owner of the community, Ms. Li (surnamed Hua), told the Jimu News reporter that when she was about to go home at 8 pm on the 12th, she saw the neighbor's family of four on the first floor drenched and stained with silt on their clothes. Ms. Li learned that they were taking the elevator when the elevator suddenly fell to the negative first floor, and the negative first floor was full of stagnant water, which seeped into the car through the crack of the elevator door, the four people were trapped in the elevator for more than 10 minutes. When the water was nearly 1.5 meters deep, they opened the elevator door with their bare hands and got out of danger. "There are two little girls in a family of four, only 3 and 10 years old respectively. When I saw them on the first floor, the two little girls trembled all over, and the adults were more excited." Ms. Li said that she was going to walk from the first floor stairwell to the negative first floor to see the stagnant water. After only half a floor, she saw that the stagnant water had overflowed the lower half of the stairs and could not continue to go down.

Ms. Li introduced that the elevator in the incident was the elevator of Unit D of Building 20 in the community. Building 20 was originally due to be delivered by the end of 2019, but the project was unfinished. In 2022, many owners of buildings began to decorate and move in successively.

Ms. Hu, the trapped party, said that her family lived on the 10th floor of Unit D, Building 20 of the community. On the evening of the 12th, she and her husband took their two children to go home by elevator. After entering the elevator, she pressed the button on the 10th floor. As soon as the elevator door closed, she suddenly fell to the negative first floor. "We called for help in the elevator. No one came over. We were looking for a signal with our cell phones in our hands. There was no signal." Ms. Hu said that the accumulated water on the negative first floor seeped into the car within a short time. She and her husband tried their best to pick up the elevator door. When the water was almost over the younger daughter, the husband put the younger daughter on her neck. They only opened the elevator door when the water was almost over the older daughter's head. However, what they did not expect was that the water accumulated deeper after opening the elevator door. She, who was 1.7 meters tall, was covered her neck by the water.

Ms. Hu's husband, Mr. Ji, said that when he picked up the elevator door, he was very panic and desperate. He used all his strength to open the door. After getting out of the elevator, they swam some distance to the bottom of the first floor. The family felt scared afterwards. "The elevator door is not easy to open, plus the impact of the water. Fortunately, we are with two children. If the old man and the child take the elevator alone, the consequences will be unimaginable."

The property staff of the community told the Jumu News reporter that it rained all day on July 11, and the water on the negative first floor of Building 20 was very deep. In order to avoid the danger of residents using the elevator, the property staff turned off the switch that controlled the elevator on July 12, but did not know who closed the switch.

The property staff also said that buildings 20, 21 and 22 in the residential area had not been officially delivered, and the buildings, elevators and other relevant departments had not accepted them. The fire fighting, circuit, drainage and waterproof system of the civil air defense project on the negative first floor of the building were in an unfinished state. In addition, there was a drainage ditch on the west side of building 20, and the negative first floor of the building would accumulate water every time it rained. At present, they have cut off the electric brake wires of the four elevators in the building, activated the water pump to pump the water on the negative first floor below the elevator shaft, and then drained the accumulated water in the elevator shaft. After the machine is dried, the elevator maintenance personnel will carry out maintenance, and it is estimated that it will take three days to connect the electric brake wires to restore the power supply to the elevator.

The community staff said that they had asked the property to cut off the power supply gate of the elevator, put safety warning signs at the elevator entrance, and asked the developer and the property to drain the stagnant water on the negative floor.
