Recently, during a routine supervision check on an elevator maintenance situation in the jurisdiction, the Market Supervision Administration of Huli District, Xiamen found that two maintenance personnel were conducting elevator maintenance, but one of the 'maintenance personnel' had a stiff expression in the maintenance record photo, and their facial features appeared somewhat flat, making the scene look suspicious. Subsequently, law enforcement officers reviewed all the bi-weekly maintenance records of the elevator this year and checked the surveillance footage, ultimately solving this mystery.
Upon investigation, it was found that this maintenance personnel always held a thick cardboard-like object and a stand during the maintenance process, moving it in and out during elevator servicing. The surveillance clearly showed only one person conducting maintenance, while the smart supervision platform always displayed photos of two people. It turned out that the suspicious object in his hand was a thick cardboard cutout made in the likeness of a colleague. It was learned that while working, this man used the cardboard cutout to impersonate another worker, placing his 'colleague' on the top of the elevator to take photos, attempting to create the illusion of two people being present for maintenance, trying to deceive the system.
What surprised law enforcement even more was that from January to March 11, 2024, out of 7 bi-weekly maintenance operations, this man actually conducted maintenance alone 6 times, with the other 'person' being a cardboard cutout of a colleague. According to law enforcement officers from the Market Supervision Administration of Huli District, to maintain the illusion of two-person maintenance, the cardboard cutout was made exceptionally realistic, even carefully creating long-sleeve and short-sleeve versions for use in different weather conditions.
Single-person maintenance is illegal.
Fines can be up to 50,000 yuan.
Through further investigation, law enforcement also found that the elevator maintenance of this unit was inadequate, with the oil cup of the cabin guide rail lacking oil and not replenished in time, affecting the operation of components. The environment in the elevator pit and the landing door sill were not kept clean, with multiple pieces of garbage in the pit.
It is reported that according to the "Xiamen Special Economic Zone ElevatorSafetyManagement Regulations," on-site personnel conducting maintenance must have the corresponding qualifications and must not be less than two people. This is to ensure safe operations and avoid safetyaccidentrisks, and it also serves to supervise each other. Maintenance personnel using a cardboard cutout to impersonate two-person maintenance clearly violates regulations. Regarding the illegal act of single-person maintenance, according to Article 44 of the "Xiamen Special Economic Zone Elevator Safety Management Regulations," the involved maintenance company may face fines ranging from 10,000 to 50,000 yuan. Additionally, since the company did not maintain the elevator according to the requirements of the "Elevator Maintenance and Repair Rules," it may face fines ranging from 10,000 to 100,000 yuan; any illegal gains will be confiscated. Currently, the Market Supervision Administration of Huli District has legally initiated an investigation into the involved elevator maintenance unit.
A relevant person in charge of the Market Supervision Administration of Huli District, Xiamen stated that elevator maintenance is an important part of the safe operation of elevators, and elevator maintenance companies should earnestly fulfill their professional technical responsibilities, strictly implement safety technical specifications, and ensure the safe operation of elevators. They must ensure that maintenance work is carried out effectively and not just superficially. At the same time, the Market Supervision Administration of Huli District reminds elevator users to fulfill their primary responsibilities, carefully supervise maintenance situations, and pay attention to equipment issues discovered during maintenance. If they find that the maintenance company has not come for maintenance for more than 15 days, they should promptly report to the market supervision department through the 12315 hotline to protect their legal rights.
