Recently, Guangzhou Metro reported the construction of illegal drilling above the operating tunnel of Line 6. It is reported that the construction is an elevator addition project, and the drilling site is directly above the tunnel of Metro Line 6. Fortunately, it was found and stopped by the inspectors of the Metro Land Protection Office in time, otherwise the tunnel of Line 6 will probably be drilled through during the operation time, which will also lead to serious consequences of major safety accidents such as car crashes and deaths.
Illegal private drilling is located above the operating tunnel of Line 6.
The reporter learned that the incident occurred on the morning of July 23. During the inspection, the staff of the Guangzhou Metro Land Protection Office found that the construction of an elevator and a corridor project in a building on Rhino North Street, Huanshi East Road, Yuexiu District actually carried out drilling construction in violation of regulations. When the staff arrived at the scene, the drilling depth had reached 8 meters, and the place was just above the operating tunnel of Line 6. The staff immediately stepped forward to stop it and stationed personnel on site to ensure that the construction would not continue. Subsequently, after receiving the report, the personnel of the Municipal Traffic Comprehensive Law Enforcement Bureau also quickly arrived at the scene to investigate and took notes of the relevant personnel.
Illegal drilling construction site
It is reported that the design scheme of the elevator addition project is the valve plate foundation, and a letter was sent to solicit opinions from the local protection office as early as September 2019. At that time, the local protection office also clearly put forward the protection requirements such as no drilling and pile foundation above the subway tunnel, notification of the subway company before operation, and supervision of subway staff during construction. On July 13, 2020, the staff of the Land Protection Office and the relevant person in charge of the construction unit also carried out the construction disclosure work on the spot, and once again made it clear that the construction must be carried out according to the reply of the subway company, and drilling is not allowed. However, the construction unit is still drilling above the subway tunnel without authorization, which is intentional. Fortunately, it was found in time, and the construction unit had backfilled the illegal drilling holes with concrete on the same day, thus avoiding more serious consequences.
Daily inspection of more than 100000 kilometers calls for public participation in reporting
Guangzhou Metro said that in recent years, illegal drilling in the protected area under subway control has been banned repeatedly. According to statistics, in 2019, the subway company sent more than 150 million people and inspected more than 100000 kilometers of routes, and found and stopped 528 illegal operations in time, including 24 illegal drilling above the subway tunnel structure. Because the drilling construction has the characteristics of simple machinery, short operation time, and strong mobility, incidents such as drilling through subway tunnels and gas pipelines will occur if you are not careful. Once a subway train running at high speed is hit by a drilling rig, a major safety accident of car crash and death may occur, with unimaginable consequences.
The reporter checked and found that according to the relevant provisions of the Guangzhou Urban Rail Transit Management Regulations, construction, drilling, foundation pit excavation, anchor rods and other operations that may endanger subway facilities in the subway control protection zone should be solicited in writing from the subway company. Opinions; the operating unit is constructing in the subway control protection zone, those who fail to formulate or implement the subway facilities protection plan or emergency plan, refuse the subway company to enter the construction site for inspection, or refuse to stop the operation shall be ordered by the relevant administrative department to make corrections; if they refuse to make corrections, they may impose a fine on the operating unit; if a safety accident is caused, they shall bear legal responsibility according to law.
