The old house plus ladder has been listed as a "popular project" in Shanghai, and it has also become a hot topic of discussion among deputies and committee members. This year's government work report proposed that "1000 elevators should be installed in existing multi-storey residential buildings".

"At that time, everyone discussed the government work report together, and they were talking about topics such as the aging society and the installation of elevators. Everyone felt that this matter was needed and feasible, so they entrusted me to write a written opinion." On the other end of the phone, Cao Zhaolin, deputy to the 13th and 14th Municipal People's Congress, recalled the scene when he first proposed to install an elevator. "After the media reported, the people responded greatly and followed it all the time."
This one followed until retirement. Cao Zhaolin became the "elevator representative" and put forward more than a dozen suggestions for two consecutive sessions. He also "met" with the heads of functional departments for this purpose.
Since 2011, Shanghai has successively issued a number of documents, such as "guidance on the addition of elevators in existing multi-storey residential buildings in the city" and "relevant working procedures for quality and technical supervision departments to accept the installation of elevators in multi-storey residential buildings (pilot)". It defines the standards and regulations for the installation of elevators from planning, funds to quality supervision, and promotes the installation of elevators on a pilot basis.

In September 2012, Building 4, Lane 30, Mishan Road, Baoshan District was designated as one of the 16 pilot projects in the city. In January 2014, the elevator was completed. So far, Shanghai's first case by the Municipal People's Congress to promote the old house to install the elevator pilot success.
Shao Qi, a representative of the Municipal People's Congress, was originally the secretary of the Party Working Committee of Youyi Road Street, Baoshan District, and was the witness of this elevator. At the scene of the two sessions this year, she and reporters recalled a series of "soul torture" at that time: "because it was the first case, we encountered a lot of questions: is the structure of the house suitable for installation? Will the building next door have an impact? How do residents on the first and second floors negotiate with the top? Is it enough for the owner of this building to agree, or should all the owners of the residential area be considered? Where to set up a project? Are government subsidies fixed or proportional? How will the electricity bill be shared in the future? Who is responsible for maintenance?......"
"At that time, I could only cross the river by feeling the stones." Cao Zhaolin said that the elevator installation process has received attention from all aspects, many representatives are paying attention, and many departments have given strong support. Running around the scene again and again, as well as breaking the persistence of asking the casserole to the end, let Cao Zhaolin gradually become the "teacher" of other people from the ladder "small white".
In 2016, Shanghai "on the city's existing multi-storey residential construction elevator construction management related to the approval of the notice" officially issued, the original 46 approval items shortened to 15; 2017 "Shanghai existing multi-storey residential construction elevator guide" issued... In recent years, the city's installation of elevators into the "acceleration period".

Ten years later, new issues need attention
In the past ten years, while the ladder process has become more mature, new problems are constantly emerging. In the past two days, at the Baoshan delegation's group deliberations, the representatives took over the "baton" and discussed the issue of adding ladders.
Zhou Yuanhang, a representative of the Municipal People's Congress and deputy chairman of the Baoshan District Committee of the Peasants and Workers Party, who has also been concerned about the addition of elevators for many years, proposed that now everyone is highly motivated to install elevators, and the government has strong support at the policy level. There are many problems.
"In the process of research, we heard people reflect that some construction agents excavated the base without going through the review in order to grab the project; some carried out brutal construction in the process of moving strong and weak power lines, water supply and discharge pipelines, etc. Once problems occurred, they shirked their responsibilities and delayed the construction period ......" For this reason, Zhou Yuanhang's representative suggested that a special ladder studio should be set up in the street town, coordinate the work of the owner, the construction agent and the movement of the water, electricity and gas pipelines, and at the same time, strengthen the supervision of the construction agent.
Considering the wide range of work areas for installing elevators in multi-storey residential buildings in Shanghai, and because there are no local laws and regulations, there are still many difficulties in the work promotion, Li Ping, deputy to the Municipal People's Congress, director of the Standing Committee of Baoshan District People's Congress and Secretary of the Party group, suggested: "we should take the installation of elevators in existing residential buildings as a practical project of the municipal government, and formulate a three to five-year plan to substantially promote it."
Chen Jie, deputy to the municipal people's congress and secretary of the Baoshan district party Committee, said that by the end of 2020, Baoshan district had successfully set up a project to add 211 elevators and completed 109 elevators. the "14th five-year plan" period will further increase the installation of elevators. At the same time, other districts are also accelerating their actions -2021 target: 1000 additional units in the city!
The sense of urgency and mission of the deputies' appeal for the people is constantly transmitted, and this "relay race" to realize the dream of the "hanging old man" is still going on.
