"Buzzing" and "Bang" Every day, the elevator noise disturbs residents.

"Elevator noise bothered us every day." Recently, some residents of the community reported to this newspaper and the 12345 citizen service hotline that the noise generated by the elevator in the building has long affected their normal rest. The reporter's investigation found that the residents who reported the problem lived on the top floor of high-rise residential buildings. Although the related problems are individual cases, they are not trivial matters related to people's livelihood. Although the streets have tried their best to deal with this, they are still "fighting alone", and the effect is not ideal. Experts believe that at this stage, the formation of joint efforts by relevant parties such as territorial streets, community properties, and elevator maintenance units is a necessary condition for breaking through this problem.

"... there is a sound in my room, there is a sound in my mother's room, there is a sound in the morning..." Duoduo (a pseudonym), who just entered the first grade of primary school, wrote a whole page on a piece of paper with Chinese characters and pinyin. The mother, Ms. Li, accidentally saw this piece of paper on the child's desk and was worried. The elevator noise problem has brought psychological shadow to the child.

The child's "letter of appeal" pointed directly to the elevator noise, which made parents particularly worried.

In December 2020, Ms. Li reported to this newspaper the elevator noise problem at Building 409, Xinyuan, Cuicheng. On December 11, the reporter came to her home. Building 409, Xinyuan, Cuicheng, has 28 floors. Ms. Li's house is on the top floor. From the floor plan she provided, it can be clearly seen that there are 3 elevators in the building. The location of the computer room is almost a wall away from the bathroom of Ms. Li's house.

"Listen, that's the voice!" During the interview, Ms. Li interrupted several times to tell the reporter to listen to the noise of the elevator. Carefully distinguish, when the elevator in the building is running, there will be two sounds coming into Ms. Li's house, one is the "buzzing" sound when the car rises or falls, and the other is the "bang" sound when the car stops at the floor. At first, such sounds needed to be carefully distinguished in the noisy environment, but after a long time in the room, the reporter found that once he began to care about the sound of the elevator, these sounds became more and more obvious.

Ms. Li told reporters that the problem has been highlighted since May 2020. Her child has just entered the first grade and has to go to bed early and get up early every day, while she works from home, so the sound of the elevator has a great impact on both children and adults.

Leaving Ms. Li's home, the reporter rushed to the local Fatou Sub-district Office to consult the relevant situation, and hoped to coordinate the forces of all parties to jointly promote the settlement. The staff said that after testing by the elevator maintenance unit, the elevator noise decibel test results complained by Ms. Li met the national standards. However, Ms. Li had previously hired a noise reduction company in Shenzhen to conduct tests, and the results showed that the noise exceeded the standard.

Compared with the information provided by the elevator maintenance unit and the elevator noise reduction company, the words "the People's Republic of China National Standard" are marked at the beginning. But for Ms. Li, the actual experience effect is still not obvious. On December 11, 2020, the reporter followed the local street and community staff to Ms. Li's home again to discuss further solutions. Ms. Li expressed satisfaction with the work attitude of relevant departments, but it is still difficult to discuss specific issues. Ms. Li recommend the noise reduction company in Shenzhen to reduce noise, but who should bear the price of each elevator exceeding 40000 yuan? Owners, property, elevator maintenance units, or take special maintenance funds? Take the special maintenance funds as an example. On February 25 this year, when the reporter paid a return visit to the problem, Ms. Li informed that after the reporter visited last year, the residential property coordinated the elevator maintenance unit and carried out another noise reduction treatment on the elevators in the building, but the effect was still not obvious.

Although it is difficult to advance, it has also triggered the thinking of relevant parties. In the next work, the elevator maintenance unit strictly controls the technology, the community property implements the specific work based on the residents' demands, and the territorial streets and communities play a good coordination role. With mutual cooperation, there is still room for the problem to continue to advance.

At the same time, the reporter combed through the large number of demands received by the 12345 and found that many sub district offices in the city have received similar demands and are trying to "handle the complaint as soon as possible". However, they all encounter the embarrassing situation of painstaking efforts but with little effect, which needs to be solved by all departments.

In the follow-up visits to many cases, the reporter found how similar the details. Mr. Mao and his wife, who had just moved into their new home, were also distressed by this. "We worked hard together for many years and finally bought this second-hand house. We moved in happily in September last year, but we didn't expect to endure the clanging of the elevator every night."

On January 23, 2021, the reporter came to Mr. Mao's house. Most of the residential buildings in Shuanglong Nanli Community are 6-storey board buildings, while the 116 building where Mr. Mao lives is a tower with 3 elevators in the building. The middle one is in a long-term shutdown state, the east and west are in normal operation, and Mr. Mao's house is next to the west elevator. Mr. Mao said that in the process of their purchase and decoration, the elevator was out of service and maintenance most of the time, so the noise problem was not found at first.

Mr. Mao took the reporter to the second bedroom. The elevator was behind the cloakroom of the second bedroom and shared the same wall with the bedroom. The elevator machine room is at the top of the elevator room, separated from Mr. Mao's house by a mezzanine of about 2 meters. The most obvious noise is the second bedroom, but the living room and the master bedroom are also disturbed by noise. As soon as the elevator is running, there will be a continuous "buzzing" sound in the room, and then the sound will suddenly become louder, and then it will be restored after a "bang" quiet. These "buzzing" and "banging" sounds are coming from the roof.

"It's better during the day, but it's even worse at night. Some neighbors in the building get off work late and often the elevator is still running at 12 o'clock at night. Several times I heard the elevator ring just as I was about to fall asleep, and my heart was lifted. I was tired from work during the day and came back at night with a bad rest. It was very disturbing." Mr. Mao said that in order to sleep well, he bought earplugs. Because of wearing earplugs for a long time, he also suffered from external otitis.

From the video recording, during the operation of the elevator, the indoor noise is basically maintained at about 34 decibels, with a minimum of 32 decibels and a maximum of 39 decibels. According to the relevant standards, the night bedroom noise should be below 30 decibels.

Subsequently, the reporter communicated with the local Nanmofang District Office and learned that the local streets have made a lot of efforts to this end. The reporter found that compared with the elevator noise problem in Cuicheng Xinyuan, the cause and difficulty of the problem are the same. Even Mr. Mao found a noise reduction company in Shenzhen. The difference is that Mr. Mao has filed a lawsuit with the court on this issue, and the community property has also stated that it will no longer accept any mediation and refused to accept an interview.

"Are there any good solutions for other streets? We also want to refer to it. We have made a lot of efforts and are very anxious." On February 24, 2021, the reporter contacted the Xiaohongmen Township Government, and the No. 2 Building of Hongbojiayuan Phase 1 in its jurisdiction also faced the same elevator noise problem. The staff said it was trying to find a way, but many aspects were stretched.

Zhang Laobo's family lives on the top floor of Building 2. There are two elevators in the building, one large and one small. After listening for a long time, the old man can even tell which elevator the noise is from. According to the size of the noise, the number of people in the elevator can even be guessed.

The reporter saw that there was a pair of red "earphones" on the table in the living room of Uncle Zhang's house. Uncle Zhang said that this is not an earphone, but an earmuff. When he is reading in the living room, he has to put on the earmuffs. Don't panic. Uncle Zhang told reporters that his heart was not good, he had a stent, and his wife also suffered from high blood pressure. The sound of the elevator running in the house was a kind of torture for them.

The sound of holding the brake sounded like someone knocking at the door at Zhang Laobo's house. In the middle of the night, when there was such a ring, the parents woke up scared and often stared at them until dawn. The elevator machine room in the building is suspended at the top of Zhang Laobo's kitchen, separated by a wall. Zhang Laobo said that when it was serious earlier, even the bowls on the cupboard were shaken down. Later, the streets did a lot of work, and the elevators also did noise reduction. Now there is not so much noise, but the sound is still unbearable. "It feels better to open the window in summer and listen to the sound of heavy traffic outside. It is cold in autumn and winter. Once the window is closed, the noise becomes more obvious."

On February 26, the reporter learned from the local government of Xiaohongmen Township that Mr. Zhang began to reflect relevant issues to the community and the 12345 from April 2020. In view of this situation, the secretary of the party general branch of the third community of hongbo home led a team to Zhang laobo's home to learn about the situation at the first time, and contacted the residential property company to test and debug the elevator, and implemented noise reduction by installing sound insulation cotton in the elevator shaft. Many times, household communication and emotional counseling were all in place. However, Zhang Laobo also said again that no matter whether the noise decibels in the elevator room meet the standard or not, the sound transmitted to the room still has a great impact, and we still have to think about it again.

Regarding the noise problem of elevators on the top floor, the xiaohongmen township government stated that it would continue to communicate with the local communities and pay close attention to the new technology and methods of elevator noise reduction. if there are other effective treatment methods, it will coordinate the property units to implement them as soon as possible.

Where is the difficulty of elevator noise reduction? How to crack the technical bottleneck and the unknown source of funds? The reporter consulted with professionals.

Miao Busheng, president of the Beijing Elevator Chamber of Commerce, analyzed that the "hum" of elevators heard by residents needs to be dealt with by adding sound insulation cotton to reduce noise. First, check the elevator hoistway to see if there is room for renovation. Sound insulation cotton will only have noise reduction effect if it is pasted on the inner wall of the hoistway. The "bang" sound heard by the residents should be checked from the traction machine to see if it was caused by the aging of the equipment. Judging from experience, at present, most of the noise generated by the traction machine is not the problem of the equipment itself, but improper debugging. First, check whether the damping pad of the traction machine is firm, and then go to the machine room to check the springs and levers in the braking system. On the issue of funds, community expert Chen Fengshan believes that according to the decibel test results of elevator noise, there are two situations. Chen Fengshan said that the elevator problem is actually similar to the problem of leaking rain on the roof of a building. One household is affected, but the roof needs to be waterproof as a whole, which involves the use of special maintenance funds. Since most owners are not affected, it is difficult to reach a consensus. According to the relevant provisions of the Civil Code, voting requires the participation of 2/3 owners in the building, and 2/3 of them can use special maintenance funds. This voting method can also be applied to the transformation of elevators. After the residents reflect the elevator noise problem, the elevator maintenance unit in the residential area conducts a noise decibel test, which is the most likely link to produce contradictions and differences. When the residents are indeed troubled by noise, and the relevant departments only rely on the data to coldly deny the other party's feelings, it is also the most chilling and disgusting to the residents. Only when the staff personally go to the scene to listen, communicate patiently with the residents, and compare heart to heart is a good start. Community experts have repeatedly emphasized that the test results only provide a general direction for problem solving, not a benchmark for "black and white". People-oriented is the core.

In addition, on technical issues, residents are not professionals, and sometimes they say that elevators are noisy when they reflect the problems. Therefore, some elevator maintenance units play word games and only test the elevators themselves to confirm that the decibels of elevator machine room noise meet the national standards. In fact, the decibels of elevator machine room noise are qualified, which does not mean that after the sound is transmitted to residents' homes, the noise in the rooms also meets the standards.
