The owners of Dongyuan Community in Tianhe District, Guangzhou are currently worried about the addition of elevators-the addition of elevators in the community was supposed to be completed on June 29, 2019, but now it has been postponed for 22 months. Not only has it not been completed, it has also encountered "unfinished".
On April 23, the person in charge of the project responded to reporters that the shutdown was due to "capital turnover". The owner's representative said that if the project cannot be advanced, the next step will be to consider legal means to protect rights.
Owner reflects
The installation of elevators has been delayed for nearly two years and has not been completed.
On April 23, the reporter saw in Building 6, West District, Dongyuan Community, Tianhe District, that building materials such as tiles, gravel, and stones were quietly piled up in corridors, elevator wellheads, etc., and the newly-built elevator shaft was surrounded. With scaffolding, the elevator has not yet entered the site for installation, but the construction personnel have disappeared. Wang Tao, the owner of the building, told reporters that there were still workers working here ten days ago, but since then the project side has stopped work due to wage arrears, and the current owners have been unable to contact the person in charge of the project.
Reporters learned that at the end of 2018, the owner's representative of building 6 and xx elevator installation co., ltd. signed a contract for the installation of elevators (including stair renovation). the contract agreed that the total contract price was 852450 yuan, including the civil construction, ordering of elevator equipment and installation, cascade construction, safety enclosure and other expenses of the main elevator project. The project will be completed from December 29, 2018 to June 29, 2019.
However, after the start of the project, due to the opposition of some owners in the building to the construction of additional elevators, due to the need for coordination, according to Wang Tao, "during this period, the work was suspended for about three months". Since then, due to the community's internal road construction, the impact of the new coronary pneumonia epidemic and other reasons, resulting in the addition of elevators has been intermittent. Wang Tao revealed: "In the second half of 2020, the project was interrupted for a time because Shi Haiyun, the person in charge of the project, claimed to be ill."
At the end of January this year, when the project reached the stair construction stage, Shi Haiyun handed the owner an "elevator purchase contract" and proposed that "the project has no money, and the economic situation of the project side has been extremely difficult." However, the owner's representative reflected that the project payment was paid in installments, and the elevator purchase payment had been paid to Shi Haiyun as early as August 2019. "All our payments are paid in advance, and now even the balance that needs to be paid after the elevator acceptance has been paid tens of thousands of yuan in advance."
A power of attorney issued by the elevator installation co., ltd. shows that on January 5, 2019, Shi Haiyun, the company's business manager, was responsible for all affairs, communication, management and service of the additional elevator project in building 6. in order to facilitate the payment of procurement, materials, labor wages and other expenses, all project funds were received and managed by Shi Haiyun. The expenditure records provided by the owners of Building 6 show that up to now, the owners have paid 806889.5 yuan to Shi Haiyun.

When will the construction of additional elevators be "restarted" when the project is stalled? The text message records that Lu Mingliang, director of the community neighborhood committee of Dongyuan District, showed to the reporter showed that on April 16, Shi Haiyun responded in a text message: "The construction will be restarted at the end of April." However, on the evening of April 23, the reporter contacted Shi Haiyun by telephone, who said: "if the funds are in place and progress is smooth, the elevator should be transported and installed in May."
As for the current situation that the project has been postponed for nearly two years, Shi Haiyun believes: "Both the owner and the engineering party have problems, and the owner has not communicated and coordinated the opinions of all the owners, resulting in the initial project not being able to proceed normally. During the extension of the project, we encountered a price increase including construction materials, resulting in losses in the construction of elevators in Building 6. At present, the capital turnover cannot be achieved."

The reporter learned that the elevator installation Co., Ltd. in Guangzhou within the scope of the installation of the elevator project delay is not an isolated case. At No. 78 Dunhe Road, Haizhu District, Guangzhou City, according to the contract signed between the elevator installation Co., Ltd. and the owner on December 8, 2018, the elevator installation project should be completed on May 27, 2020. However, as of April 7, 2021, the project has not been completed for nearly one year.
The owner of Building 6 in the West District of Dongyuan Community told reporters that if the project cannot be advanced, legal means will be considered for rights protection.
