In 2020, there were 25 elevator accidents and 19 deaths nationwide.

Legislation in many places to ensure the safety of the ladder

According to the reporter's incomplete statistics, there are currently 46 provinces (autonomous regions, municipalities) and cities divided into districts that legislate on elevator safety.
Although these local laws and regulations are different in the number of chapters, they basically cover production and operation, use, maintenance, inspection and testing, supervision and management, emergency response, legal liability and so on.

The Regulations of Liaoning Province on Elevator Safety Management require that the market supervision and management department and other departments responsible for elevator safety management should formulate elevator safety supervision and inspection plans and related measures, and conduct regular inspections or spot checks on elevator safety according to their division of responsibilities in accordance with the law. For the illegal, illegal and hidden accidents found, timely put forward rectification and handling opinions, and carry out rectification supervision; for major violations of laws and regulations and hidden dangers of serious accidents, compulsory measures shall be taken immediately in accordance with the law and reported to the government at the corresponding level and the supervision and management department at a higher level.
According to the elevator safety regulations of Heilongjiang Province, if the elevator maintenance unit violates the provisions of these regulations, fails to set up a 24-hour duty telephone, fails to eliminate it in time after receiving the fault notice, or after receiving the fault report of the trapped person in the elevator, if the maintenance personnel fails to arrive at the scene within the prescribed time limit to carry out rescue, a fine of 20000 yuan shall be imposed.
In April this year, Nanjing City, Jiangsu Province revised the Nanjing Elevator Safety regulations, which have been in force for nearly 10 years, with the aim of clarifying the responsibilities of manufacturing enterprises, industry committees, users and maintenance units, and solving the problems of elevator safety involving long chains and many subjects.

Liu Junhai, a professor at the School of Law of Renmin University of China, believes that unlike other types of special equipment such as pressure pipes and lifting machinery, elevators, as a type of special equipment that is most closely related to the lives of the people, have safety requirements, supervision methods, emergency response, etc. There are big differences, and special regulations need to be made to regulate and ensure their safe use.
"In recent years, the total number of elevators in China has increased dramatically, elevator safety accidents are frequent, and elevator safety issues are becoming more and more important. At present, many places have responded to people's needs through legislation, and it is recommended to summarize the legislative experience of these places, and at the same time find out the causes and countermeasures of elevator safety accidents, and then improve the special equipment safety law to achieve the source of the problem of elevator safety hazards." Liu Junhai believes that the Special equipment Safety Law has been implemented for more than seven years, and with the rapid development of new technologies such as artificial intelligence, it is suggested that advanced technologies such as artificial intelligence, big data, and the Internet of things should be introduced into elevator safety management, and through legislation, clearly establish a more intelligent elevator early warning and alarm mechanism.
The reporter noted that some local legislation clearly proposed the establishment of intelligent elevator system. The "Hangzhou Elevator Safety Management Regulations" proposes to promote the use of smart elevator systems, discover hidden dangers of elevator safety accidents in time, and conduct a comprehensive evaluation of elevator operating conditions based on recorded data to improve elevator safety management.
