Nanjing legislation stipulates that if an electric car enters a passenger elevator, the maximum fine for refusing to listen to advice is 1,000 yuan.
The "Nanjing Elevator Safety Regulations" formulated in 2011 will be officially implemented on November 1 after revision.
It was learned from a press conference held by the Standing Committee of the Nanjing Municipal People's Congress that this local regulation in Nanjing has responded to public concerns and will provide a legal basis for "prohibiting electric vehicles from entering passenger elevators.
As the country's first elevator safety regulations, "Nanjing Elevator Safety Regulations" (hereinafter referred to as "Regulations") was formulated in 2011 and implemented in March 2012. However, with the acceleration of urbanization, the number of elevators in the city has increased rapidly, and elevator safety supervision is facing new situations.
According to official data, as of September this year, the total number of elevators in Nanjing has reached 122400, and the annual growth rate has been maintained at more than 8%. Last year alone, there were 7169 failures in elevators and 12343 people were rescued.
"In the past ten years, the production, sales, use, maintenance, inspection and testing, supervision and inspection, and emergency response of elevators have undergone great changes. The original regulations are no longer suitable for current needs and urgently need to be revised." Nanjing Municipal People's Congress Finance and Economics Committee Chairman Wang Jianhua pointed out.
The Paper noted that the much-watched "Prohibition of Electric Bicycles and Batteries on Ladders" stipulates that those who carry electric bicycles or their batteries into passenger elevators and refuse to listen to dissuasion shall be fined not less than 200 yuan but not more than 1,000 yuan by the fire rescue agency. If it constitutes a violation of public security management, public security management penalties shall be imposed according to law; if it constitutes a crime, criminal responsibility shall be investigated according to law; causing personal or property damage to law, liability for compensation in accordance with the law.
In addition, the "Regulations" reasonable definition of the elevator manufacturing minimum warranty obligations. According to the statistical analysis of the data of Nanjing 96333 emergency disposal platform, the elevator in the first five years of use is a period of high failure, mainly due to the high-intensity use of elevators by developers or owners in the decoration process to transport building decoration materials, etc., while the newly installed elevator has a certain running-in period. Combined with the opinions of most citizen representatives at the legislative hearing of the "Regulations", the "Regulations" stipulate that the warranty responsibilities of elevator manufacturers or elevator sales units clarify that the minimum warranty period is five years from the date when the elevator installation supervision and inspection pass.
The problem of installing elevators in old high-rise residential buildings has also attracted much attention in recent years. In this regard, the "Regulations" legally detailed the management and maintenance of additional elevators in existing residences.
The Regulations stipulate that elevator owners should clarify the guarantee and allocation mechanism for elevator renewal, renovation, repair, maintenance and other funds before the elevator is used, so as to relieve problems such as insufficient funds and difficulty in reaching an agreement on the plan; at the same time, encourage existing residential buildings to add elevators The owner entrusts property service companies, maintenance units, etc. to perform the duties of elevator users and innovate management entities.
Regarding the implementation of the above-mentioned Regulations, Liang Hua, chief engineer and party member of the Nanjing Municipal Market Supervision Bureau, said that in accordance with the requirements of the Regulations, specific implementation rules will be issued in due course. The detailed rules will include a five-year warranty period for newly installed elevators and existing residential buildings. Daily safety management of additional elevators, on-demand maintenance, construction of smart supervision platforms, etc.
