The revised draft for comments pointed out that the installation of elevators in existing residential buildings adheres to the principle of "owner autonomy, risk-taking, community-led, government support, and support from all parties. The installation of elevators can be applied for in residential quarters, buildings or units. If the installation of elevators is applied for in units, it shall not affect the safety and safe evacuation of other units of the house. The application for installing elevators shall be submitted with the consent of the owners whose exclusive part accounts for more than 2/3 of the total area of the building and more than 2/3 of the total number of households. The total area and total number of elevators installed in the unit are calculated independently according to the area of the unit. If the installation of elevators intends to occupy the exclusive part of the owner, the consent of the owner of the exclusive part shall also be obtained.
In the form of ex post subsidy, it will be subsidized by 200000 yuan/Taiwan.

The revised draft for soliciting opinions clearly states that Hefei urban area (including the development zone) finance will take the form of ex post subsidy for the installation of elevators in non-single property rights existing residential buildings, which will be subsidized at 200000 yuan/Taiwan, and the municipal and district finance will each bear 50%. The municipal finance will subsidize four counties and one city by 100000 yuan/Taiwan.
At the same time, social forces are encouraged to participate in the installation of elevators through donations, funding, and technical services. The relevant owners can use the elevator commercial advertising revenue and other funds for elevator maintenance, inspection and testing.
Support appropriate economic compensation to owners with damaged rights and interests through negotiation
The revised draft for soliciting opinions points out that if 2/3 or more owners of this community, this building or this unit have the intention to install, the owners' committee or the selected owners' representative shall organize a written consultation and sign a written letter of intent. When soliciting written opinions, all matters that need to be jointly decided by the owners shall be voted on in accordance with the provisions of the law. In the process of implementation, if there is a conflict, it will be resolved through judicial channels. Support appropriate economic compensation to owners whose rights and interests have been damaged through consultation.
The applicant or the entrusted agent shall prepare the "Design and Construction Plan for the Installation of Elevators in Existing Residential Buildings", "Capital Estimate and Cost Raising Plan", "Post-operation and Maintenance Allocation Plan for Elevators", "Capital Compensation Plan for Owners with Damaged Rights and Interests", etc. After the above-mentioned scheme is checked by the housing committee of the society where it is located, the applicant shall be organized to publicize it in a prominent position in the property area and the unit or the building, and the publicity period shall not be less than 7 working days. During the publicity period, if there is no objection, the Social Housing Committee shall stamp it for the record; If there is any objection, it shall give written feedback to the Social Housing Committee. The neighborhood committee should take the initiative to mediate and help the owners coordinate the relevant matters.
For the project of installing elevators in building units where the elderly and the disabled live, community residents' committees, sub-district offices or township people's governments shall organize various social welfare organizations to provide assistance.
In principle, the construction time of elevator installation works shall not exceed 120 days.
The elevator installation process must be supervised and inspected by a special equipment inspection agency with legal qualifications in accordance with the requirements of safety technical specifications. Those without supervision and inspection or unqualified supervision and inspection shall not be delivered for use.
In principle, the construction time of the project shall not exceed 120 days. The Owner shall not obstruct or destroy the construction that has obtained the joint review opinion for the installation of elevators.
The revised draft for comments pointed out that if the installation of elevators may affect the safety of the house, the applicant shall conduct a safety appraisal of the house by himself or by entrusting a house safety appraisal agency, and take corresponding reinforcement measures to eliminate potential safety hazards.
The installed elevator shall be equipped with a smart elevator system with functions such as operating parameter collection, information network transmission, automatic alarm, real-time call, etc., equipped with a unified interface in accordance with regulations, and open to the market supervision and management department.
The installation of elevators in existing residential buildings is mainly practical, shall not encroach on urban roads, shall not affect the implementation of urban planning, follow the principle of strict protection of greening trees, reduce the occupation of existing greening, reduce the adverse impact on the surrounding adjacent buildings, shall not increase the use of residential space, and the construction area shall not be included in the plot ratio.
The revised draft for comments emphasizes that the relevant owners shall not obstruct or destroy the construction if they have obtained a joint review opinion on the installation of elevators. Those who obstruct or sabotage the construction shall be dealt with by the public security organs in accordance with the relevant provisions of the the People's Republic of China Public Security Administration Punishment Law. If a crime is constituted, criminal responsibility shall be investigated according to law. The implementation opinions shall come into force on the date of issuance and shall be valid for 3 years. All counties (cities) may refer to the implementation opinions.
