The reporter learned from the Xuhui District Greening and City Appellations Bureau that this is the first buried garbage collection system built in the community in the district, which is currently rare in Shanghai.

Common dustbin rooms and garbage cans are placed on the ground, why should they "hide" to the ground?

Untie the "dead knot" of the old lane dustbin room"

The original dustbin room can only be "squeezed" by the side of the road, and only two dustbins can be stuffed, which not only fails to meet the requirements of the standard dustbin room, but also the sewage and strong peculiar smell flowing on the ground from time to time have become the "shadow" in the hearts of every resident who has to pass by it ".

For many tourists who come here and are eager to see the old bungalows in the alley, this messy dustbin room is quite "spoiling the scenery".

In addition to visual pollution and odor pollution, the noise of garbage trucks entering and leaving the garbage has also caused many complaints from residents.

The old alley can't find a "comfortable" place to build a new standard dustbin room. If the new bin room is not built, the above-mentioned pollution problem cannot be cured. This seems to be a "dead knot" that cannot be solved ".

At a communication and coordination meeting, a deputy to the National people's Congress boldly suggested that we could learn from the mature experience of Germany and other countries and make the box room into a lifting type, leaving only four delivery ports, so as not to take up too much ground space.

"Cost-effective" is easy to copy and promote

The transformation of the dustbin room is actually very difficult, such as the pressure brought by the NIMBY effect. Most residents will have contradictions in their hearts: on the one hand, they call for the convenience of throwing garbage, and it is best to walk only a few steps to the trash can. On the other hand, they think that the trash can is dirty and smelly, and it is best not to build it on the "doorstep".

Even if there is a place to build a new standard dustbin room in lane 18 of Gao 'an road, it is likely to be opposed by the surrounding residents before landing, and even the old dustbin room will not be demolished, because some people are worried that "the old one will be torn down and the new one will be built here. what should I do?"

The buried garbage collection system avoided most of the "pain points" of the above-ground garbage bin room, and the plan was quickly passed among the residents. Seeing that the new garbage bin room was small and exquisite, and the surrounding environment was clean and tidy, the residents who were once afraid of being built on the "doorstep" finally took the "reassurance pill".

Although the buried garbage collection system is good, if the cost is too high, it will be difficult to copy and promote it. Some old-fashioned lanes with limited funds still cannot untie the "dead knot" of garbage pollution ".

The relevant person in charge of the Xuhui District Greening City Appearance Bureau said that only the "cost-effective" plan will be considered for pilot projects. Relevant units have calculated an account. Take Lane 18 of Gao'an Road as an example. If we only compare the one-time hardware investment and related construction costs of a new standard garbage bin room and a new buried garbage collection system, the latter will be 20 to 30% more.

However, if you include the maintenance costs of standard dustbin rooms in terms of odor suppression (generally adding deodorization equipment, cooling equipment, etc.), then the capital investment of the two is very close. In the buried garbage collection system, the garbage cans are all underground. As long as the sealing measures of the upper cover are effective, there is generally no need to spend money on odor suppression.

In the future, is there any potential for replication and promotion of such garbage bins as Lane 18, Gao'an Road? It is revealed that another buried garbage collection system will be built in Xuhui District in the near future. According to the amount of garbage put into the classification, the system will expand the underground part of the box room.

"The lifting type is only the 1.0 version. The future 2.0 version may explore the automatic replacement of underground garbage cans, which is a bit like an intelligent underground garage. When the garbage cans under the delivery port are full, the conveyor belt will send the empty barrels for replacement." The relevant person in charge said that this design requires more underground space, thereby reducing the occupation of above-ground space. Correspondingly, the technical and cost requirements will be higher, and further exploration is needed.
