According to these two regulations, special equipment production units should be equipped with quality and safety directors and quality safety officers, and user units should be equipped with safety directors and safety officers, establish and improve the working mechanism of "daily control, weekly inspection, and monthly scheduling", and refine responsibilities. According to reports, in the field of residential elevators, the use of elevators involves building construction units, elevator production units, elevator property units, property service enterprises, maintenance units and other subjects. In general, the enterprise responsible for property management in the residential area is the user of the elevator. If the elevator fails or has a problem, the user should be responsible for solving it. If there is no property service enterprise, all owners or industry committees shall entrust elevator maintenance units or professional companies as elevator users. If the user unit cannot be determined, the township people's government and sub-district office where the elevator is located shall coordinate to determine the user unit, or assume the responsibility of the user unit.
