With the improvement of living standards, the frequency of residents taking elevators is also increasing. At present, China has gradually constructed a relatively complete elevator safety supervision laws and regulations system and an efficient rule of law implementation system. The special equipment safety law implemented in 2014 further straightened out the power and responsibility relationship of elevator manufacturing, installation and use.
At the same time, the relevant standards for elevator safety are more stringent. According to the operation characteristics of large passenger flow, full load and long period of elevators in China and the analysis of typical accident cases, the safety technical specifications and relevant standards such as elevator type test rules, supervision and regular inspection rules, maintenance rules, etc. are revised, and higher requirements are put forward for elevator safety from the aspects of manufacturing, inspection and maintenance.
Eliminate the blind area of safety supervision responsibility
The "Production Regulations" and "Use Regulations" that have been implemented recently focus on eliminating blind spots of responsibility. The elevator safety supervision is mainly reflected in three aspects:
For "how to build", the main responsibility for the safety of the compaction production unit. In order to reduce the construction cost, some construction units often reduce the elevator configuration level and ignore the elevator quality, resulting in excessive cost reduction and lightweight pursuit in the front-end manufacturing process, and the elevator configuration and quality cannot meet the actual needs.
The "Production Regulations" clarify that the elevator manufacturer is responsible for the safety and technical performance of the elevator and its safety protection devices and main components. When designing, the most optimized design must be adopted and must meet the requirements of protecting human health and personal and property safety. At the same time, it is required that the elevator manufacturing unit should specify the quality assurance period of the main components and safety protection devices of the elevator, which shall not be less than 5 years from the passing of the supervision and inspection. During the warranty period, if there are quality problems, the elevator manufacturing unit shall be responsible for free repair or replacement.
For "how to choose", clear the use of unit selection configuration elevator rigid responsibility. In some residential buildings, apartments, restaurants and other civil buildings, some users purchase and use lifting equipment that does not meet the requirements of elevator safety technical specifications and standards in order to save costs or avoid supervision, resulting in potential safety hazards.
The "Regulations on Use" clarifies the legal responsibility of elevator users to correctly purchase elevators, so as to realize the forward movement of the gateway, plug safety loopholes from the procurement and installation links, and prevent hidden risks.
For "how to manage", find the right elevator use unit. Property service companies in the residential field are usually not long-term responsible entities, and there is a weak sense of responsibility in elevator management; some old communities do not have property management and owners' committees, and cannot implement the safety management responsible entities in the use process; some have no property management and no The "three no elevators" with maintenance and no special residential maintenance funds are even more difficult to clarify the main body of use.
"Use regulations" clear, for residential areas, in general, the company responsible for property management is the use of the elevator unit. If there is no property company, all owners or the industry committee shall entrust the elevator maintenance unit or professional company as the use unit. If the user unit is still unable to be determined, the local township people's government and sub-district office shall coordinate to determine the user unit, or assume the responsibility of the user unit.
Continue to carry out hidden danger investigation and management
"These four elevators have problems such as aging of frequency converter, oil leakage of worm gear reducer, wear of traction wheel, aging of car door machine, etc. Systematic evaluation must be carried out later." In a residential area of Jiangdong North Road, Gulou District, Nanjing, Jiangsu Province, Su Nan, an elevator inspector directly under the branch of Jiangsu Special Inspection Institute, conducted a safety assessment on the elevators of old residential buildings.
The Jiangsu Provincial Market Supervision Bureau recently carried out a comprehensive "physical examination" of the old residential elevators put into use before 2008 in the province. According to the relevant person in charge of the Special equipment Safety Supervision Bureau of the State Administration of Market Supervision and Administration, in the next step, the market supervision department will find out the weak links in elevator safety, study and formulate an action plan for building the bottom of elevator safety, and urge local market supervision departments to guide relevant units to improve the responsibility system, complete safety personnel, and implement the working mechanism of "daily control, weekly investigation, and monthly scheduling" to find and eliminate hidden dangers in time.
