In the process of installing elevators in old houses, owners of high and low floors often cause conflicts because of different needs, and some even go to court.

A few days ago, Baoshan Court ruled that five residents on the low floor of a residential area should not hinder the installation of elevators, but the residents on the low floor refused to cooperate. After the case entered the execution stage, one of them even tore up the court's execution announcement and jumped into the elevator foundation pit to obstruct the construction. The enforcement judge repeatedly failed to exhort, and eventually the person was subjected to judicial detention plus a fine.

This contradiction about the installation of elevators dates back to two years ago. Zeng Jianqiong, a judge of Baoshan District People's court, told us that in 21 years, the elevator company had completed all the preliminary procedures. When they entered the construction site, three families hindered them, which made them have no way to start the construction. At this time, the residents' representatives came to the court to sue.

The Baoshan Court held that the procedures for installing the elevator project were legal and the construction party had complete procedures, and the five defendants should stop obstructing the construction of the elevator installation project. The five defendants refused to accept the appeal and the original sentence was upheld in the second instance. However, a judgment failed to quell the contradiction, and the installation of elevators was still hindered, so the applicant applied to the court for enforcement.

After entering the execution stage, the executive judge organized talks, communicated by telephone and visited the site for many times, but some residents still threatened to hinder the construction. Judge Zeng Jianqiong said that they posted an enforcement notice to further clarify that construction should not be hindered. If construction is hindered, the court will impose a fine and detention, and even pursue criminal responsibility.

However, the executor, Grandma Li, not only tore up the court's enforcement announcement, but on the day when the ladder project started, Grandma Li and her husband blocked the construction again.

Li mou, the executor, even threatened to the executive judge: "work starts today, and I will ask them to stop tomorrow. come here every day?"

Due to the tough attitude of the two persons, the enforcement judge was prepared to take detention measures against them. However, when the enforcement judge was about to take coercive measures against the person subject to execution, Granny Li took refuge on the grounds of physical discomfort, and then changed her mind to say that she would not hinder her in the future and asked the enforcement judge to give her another chance.

However, on the second day after guaranteeing that there would be no more obstacles, the executor Li Apo intensified and entered the elevator foundation pit to hinder the construction.

After receiving the feedback from the residents, the enforcement judge immediately went to the scene and detained Li Apo for 15 days and fined 1000 yuan. Li said that she realized her fault and wrote a letter of repentance to ensure that she would not hinder the construction in the future.
