Elevator inspection and testing reform measures will be fully implemented in 2024

In order to strive to improve the quality and safety of elevators, continuously meet the people's increasing demand for safety and convenience, and institutionalize and long-term the results of elevator inspection and testing reform, the General Administration of Market Supervision issued the "Rules for Elevator Supervision and Inspection and Periodic Inspection" (TSG T7001-2023) and the "Rules for Self-Inspection of Elevators" (TSG T7008-2023) on April 2, 2023 with the 14th announcement of 2023. The two rules will come into effect from the date of promulgation, with a transition period of one year, and will enter the full implementation stage in April 2024. Liaoning, Shanxi, Shanghai, Anhui, Guizhou, Gansu, Qinghai, Ningbo and other places will implement regular inspection and self-inspection of elevators in accordance with the two rules from January 1, 2024.

The Rules for Elevator Supervision and Inspection and Periodic Inspection integrate the existing six elevator inspection rules involving traction and forced drive elevators, firemen's elevators, explosion-proof elevators, hydraulic elevators, escalators and automatic sidewalks, sundry elevators, etc. and the relevant requirements in the Opinions of the General Administration of Market Supervision on Further Improving the Maintenance Mode of Elevator and Adjusting the Pilot Work of Elevator Inspection and Testing Methods, the items, requirements and methods of supervision and regular inspection of various elevators are defined. On the basis of summarizing the pilot experience of condensing the elevator inspection and testing reform, the "elevator self-inspection rules" solidify the requirements of the user unit's self-inspection work in the form of safety technical specifications.

In the next step, the General Administration of Market Supervision will take the implementation of the two rules as an opportunity to further consolidate the main safety responsibilities of production and use units, strengthen elevator technical supervision, and continuously promote the improvement of elevator quality and safety, and ensure the safety of the people.
