Promoting large-scale equipment renewal and consumer goods trade-in is an important measure to speed up the construction of a new development pattern and promote high-quality development, which will effectively promote investment and consumption, which will benefit both the present and the long-term. In order to implement the decision-making and deployment of the Party Central Committee, the following action plan is formulated to promote a new round of large-scale equipment renewal and consumer goods trade-in.

General 1. requirements

To promote large-scale equipment renewal and consumer goods trade-in, we should thoroughly implement the spirit of the 20th CPC National Congress under the guidance of Xi Jinping's thought of socialism with Chinese characteristics in the new era, implement the arrangements of the Central Economic work Conference and the fourth meeting of the Central Financial and Economic Commission, and comprehensively expand domestic demand and deepen supply-side structural reform. We will vigorously promote the production and application of advanced equipment, promote the continuous increase in the proportion of advanced production capacity, promote more high-quality durable consumer goods into the lives of residents, smooth the resource recycling chain, and greatly improve the quality and level of the national economic cycle.

——Adhere to the market-oriented, government guidance. Give full play to the decisive role of the market in allocating resources, combine the differentiated needs of various types of equipment and consumer goods, and rely on the market to provide diversified supplies and services. We should give better play to the role of the government, increase policy support for finance, taxation, finance and investment, play a good policy combination, guide businesses to make moderate profits, and form a scale effect of upgrading.

——Insist on encouraging the advanced and eliminating the backward. Establish a long-term mechanism that combines incentives and constraints, accelerate the elimination of backward products and equipment, improve the level of safety and reliability, and promote the development of high-end, intelligent and green industries. Accelerate the construction of a unified national market and eliminate local protection.

——Adhere to the standard lead, orderly promotion. In line with the international advanced level and in combination with the actual industrial development, we will speed up the formulation and revision of standards in the fields of energy conservation and carbon reduction, environmental protection, safety and recycling. Overall consideration of the affordability of enterprises and consumer acceptance, and orderly promote the implementation of standards.

By 2027, the scale of equipment investment in industry, agriculture, construction, transportation, education, cultural tourism, medical care and other fields will increase by more than 25% compared with 2023. The energy efficiency of major energy-using equipment in key industries has basically reached the energy-saving level, and the proportion of production capacity with environmental protection performance reaching the-level level has increased significantly. The penetration rate of digital R & D and design tools and the numerical control rate of key processes in industrial enterprises above designated size have exceeded 90% and 75% respectively; the recycling of end-of-life vehicles has about doubled compared to 2023, the trading volume of used cars has increased by 45% compared to 2023, the recycling of used household appliances has increased by 30% compared to 2023, and the proportion of recycled materials in the supply of resources has further increased.

(I) Promote Equipment Renovation in Key Industries. Focusing on the promotion of a new type of industrialization, with energy saving and carbon reduction, ultra-low emissions, safe production, digital transformation, and intelligent upgrading as important directions, focusing on steel, non-ferrous metals, petrochemicals, chemicals, building materials, electric power, machinery, aviation, ships, textiles, electronics And other key industries, vigorously promote the renewal and technological transformation of production equipment, energy-using equipment, power generation, transmission and distribution equipment. Accelerate the promotion of energy-using equipment with advanced energy efficiency and energy-saving levels, and implement energy-saving and carbon-reducing transformations by industry and field. Promote the application of intelligent manufacturing equipment and software, accelerate the construction and popularization of the industrial Internet, and cultivate a new model of digital economy empowerment. Strictly implement mandatory standards for energy consumption, emissions, and safety and the requirements of the equipment elimination catalog, and eliminate substandard equipment in accordance with laws and regulations.

(II) speed up the renewal of equipment in the field of construction and municipal infrastructure. Focusing on the construction of a new type of urbanization, combined with the promotion of urban renewal and the transformation of old communities, focusing on residential elevators, water supply, heating, gas supply, sewage treatment, sanitation, urban lifeline engineering, security, etc., to promote the renewal and transformation by classification. Speed up the renewal of old residential elevators that do not meet current product standards and have high safety risks. Promote the upgrading of water plants and pressurized storage water supply facilities and equipment in various regions. Orderly promote the transformation of heating metering, and continue to promote the upgrading of heating facilities and equipment. Focus on external wall insulation, doors and windows, heating devices, etc., and promote the energy-saving transformation of existing buildings. Continuously implement the renovation of aging pipelines such as gas. Accelerate the promotion of urban sewage waste treatment facilities equipment to make up the board, strong and weak items. Promote the construction of intelligent sensing equipment for urban lifeline projects such as underground pipe networks, bridges and tunnels, and manhole covers. Accelerate the transformation of security equipment such as video surveillance in key public areas and roads.

(III) support transportation equipment and old agricultural machinery renewal. Continue to promote the electric replacement of urban buses, and support the replacement of old new energy buses and power batteries. Accelerate the phase-out of national three and below emission standards operating diesel trucks. Strengthen capacity building for the industrialization of green aviation equipment such as electric and hydrogen energy. Accelerate the scrapping and renewal of old ships with high energy consumption and high emissions, vigorously support the development of new energy-powered ships, improve the supporting infrastructure and standards of new energy-powered ships, and gradually expand the application scope of new energy ships such as electric, liquefied natural gas power, biodiesel power and green methanol power. Continue to implement the subsidy policy for the scrapping and renewal of agricultural machinery, combine the needs of agricultural production and the development level of agricultural mechanization, solidly promote the scrapping and renewal of old agricultural machinery, and accelerate the adjustment of agricultural machinery structure.

(IV) Improve the Level of Medical Equipment in Education, Culture and Tourism. Promote qualified universities and vocational colleges (including technical colleges) to update and replace advanced teaching and scientific research technical equipment, and improve the level of teaching and scientific research. Strictly implement the subject teaching equipment configuration standards, quality and quantity configuration and timely update teaching equipment. Promote the upgrading of cableway cable cars, amusement equipment, performing arts equipment and other cultural travel equipment. We will strengthen the construction of a high-quality and efficient medical and health service system, promote the iterative upgrading of equipment and information facilities in medical and health institutions, and encourage qualified medical institutions to speed up the renovation of medical equipment such as medical imaging, radiotherapy, remote diagnosis and treatment, and surgical robots. Promote the transformation and upgrading of wards in medical institutions to make up for the shortcomings of the ward environment and facilities.

3. to implement trade-in operation for consumer goods

(V) to carry out car trade-in. Increase policy support, smooth circulation blocking points, promote automobile ladder consumption, update consumption. Organize and carry out national auto trade-in promotional activities, encourage auto manufacturers and sales companies to carry out promotional activities, and guide the industry to compete in an orderly manner. Strictly implement the mandatory scrapping standards for motor vehicles and vehicle safety and environmental protection inspection standards, and eliminate old cars that meet the mandatory scrapping standards in accordance with laws and regulations. Optimize the purchase restriction measures for automobiles according to local conditions, and promote the construction of the information interaction system for the whole life cycle management of automobile use.

(VI) carry out the trade-in of household electrical appliances. To enhance convenience as the core, smooth home appliances update the consumption chain. Support home appliance sales companies to jointly produce companies and recycling companies to carry out old-for-new promotional activities, set up online and offline home appliance trade-in zones, and give preferential treatment to consumers who exchange old home appliances for energy-saving home appliances. Encourage conditional local subsidies for consumers to buy green smart home appliances. Accelerate the implementation of home appliance after-sales service promotion action.

(VII) to promote home improvement consumer goods for new. Through government support, enterprises to make profits and other ways, support residents to carry out old house decoration, kitchen and bathroom and other local renovation, continue to promote home aging transformation, and actively cultivate smart home and other new consumption. Promote home improvement model rooms into shopping malls, communities, and platforms, and encourage companies to build online model rooms to provide affordable products and services to meet diversified consumer needs.

4. implementation of recycling action

(VIII) improve the recycling network of waste products and equipment. Accelerate the development of "new recycling" logistics system and new model, support the production and sales of durable consumer goods enterprises to build a reverse logistics system or cooperate with professional recycling enterprises to recycle waste consumer goods. Further improve the recycling network of renewable resources and support the construction of a number of centralized sorting and processing centers. Optimize the layout of scrap car recycling and dismantling enterprises, and promote the door-to-door service model. Improve the recycling channels of office equipment in public institutions. Support the development of online trading platforms for used products and equipment.

(IX) support second-hand commodity circulation transactions. Continuously optimize the registration management of used car transactions and promote convenient transactions. Vigorously develop used car export business. Promote the standardization of second-hand electronic product transactions to prevent leakage and malicious recovery of user information. Promote second-hand commodity trading platform enterprises to establish and improve the evaluation mechanism of distribution enterprises and users in the platform, and strengthen the sharing of information such as credit records and illegal and untrustworthy behaviors. Support electronic product manufacturers to develop second-hand transactions, renovation and maintenance business.

(X) and orderly promotion of remanufacturing and echelon utilization. Encourage the remanufacturing of qualified waste production equipment, and the quality characteristics and safety and environmental protection performance of remanufactured products shall not be lower than that of prototype new products. Promote the application of non-destructive testing, additive manufacturing, flexible processing and other technical processes to improve the level of remanufacturing processing. We will further promote the remanufacturing of traditional equipment such as auto parts, construction machinery and machine tools, and explore the development of high-end equipment remanufacturing business in emerging fields such as wind power photovoltaic and aviation. Accelerate the research and development of residual life assessment technology for wind power photovoltaic, power battery and other product equipment, and promote the use of product equipment and key components in an orderly manner.

(11) Promote high-level recycling of resources. Promote the agglomeration and large-scale development of renewable resources processing and utilization enterprises, and guide the gradual withdrawal of inefficient production capacity. Improve the support policy for the disposal of waste electrical and electronic products, and study and expand the coverage of the disposal system for waste electrical and electronic products. Support the construction of a number of scrap iron and steel, scrap non-ferrous metals, waste plastics and other renewable resources deep processing industrial clusters. Actively and orderly develop biomass liquid fuels with waste oils and non-grain biomass as the main raw materials. Explore the construction of information traceability system for the use of recycled plastics, recycled metals and other recycled materials in line with international standards. Continuously improve the technical level of waste non-ferrous metal utilization, and strengthen the research and development and application of rare and precious metal extraction technology. Timely improve the retired power battery, renewable materials and other import standards and policies.

5. implementation of standards improvement actions

(12) Accelerate the improvement of energy consumption, emissions and technical standards. In line with the international advanced level, we will speed up the preparation and revision of a number of mandatory national standards for energy consumption limits and energy efficiency of products and equipment, dynamically update the advanced level of energy efficiency, energy saving level and access level of key energy-using products and equipment, and accelerate the improvement of energy saving indicators and market access thresholds. Speed up the upgrading of standards related to energy consumption values for passenger cars and heavy commercial vehicles. Accelerate the improvement of emission standards for key industries, and optimize and improve the level of emission control of air and water pollutants. Revise and improve the clean production evaluation index system, and revise the carbon emission accounting standards for enterprises in key industries. Improve the standards for upgrading and decommissioning of wind turbines, photovoltaic equipment and products.

(XIII) Strengthening the upgrading of product technical standards. Focus on bulk consumer goods such as automobiles, home appliances, household products, consumer electronics, and civilian drones, and accelerate the upgrading of safety, health, performance, environmental protection, and testing standards. We will speed up the improvement of the quality and safety standard system for household electrical appliances, and vigorously popularize the knowledge of safe service life and energy conservation of household electrical appliances. Accelerate the upgrading of consumer quality standards, the development of consumer quality and safety supervision directory, strict quality and safety supervision. Improve the carbon label and other standard system, give full play to the standard leading, green certification, high-end certification and other roles.

(xiv) Strengthening the supply of standards for resource recycling. Improve the green design standards for materials and parts that are easy to recycle, easy to disassemble, easy to recycle, and remanufacture. To formulate and revise the recycling standards for renewable resources such as the recycling specifications for waste electrical and electronic products. Introduce national standards for information removal methods in second-hand transactions of electronic products such as mobile phones and tablet computers, guide second-hand electronic product distribution companies to establish information security management systems and information technology service management systems, and study and formulate second-hand electronic product availability grading standards.

(xv) Strengthening the convergence of domestic and international standards in key areas. Establish and improve the consistency tracking and transformation mechanism of international standards, carry out comparative analysis of Chinese standards and relevant international standards, transform a number of advanced and applicable international standards, and continuously improve the conversion rate of international standards. Support domestic institutions to actively participate in the revision of international standards, support new energy vehicles and other key industry standards to go out. Strengthen quality standards, inspection and quarantine, certification and accreditation and other domestic and international convergence.

(16) Increase fiscal policy support.. Include qualified equipment renewal and recycling projects into the scope of financial support such as investment in the central budget. We will adhere to the linkage between the central finance and local governments to support the trade-in of consumer goods, support the trade-in of qualified cars through the subsidy funds for energy conservation and emission reduction arranged by the central finance, and encourage qualified localities to make overall use of funds related to the modern commercial circulation system arranged by the central finance, and support the trade-in of durable consumer goods in household appliances and other fields. Continue to implement subsidies for the renewal of old operating vehicles and ships, and support the renewal of old ships, diesel trucks, etc. Encourage qualified localities to make overall use of the urban transportation development incentive funds arranged by the central government to support new energy buses and battery renewal. Make good use of agricultural machinery scrap renewal subsidy policy. The central government has set up special funds to support the recycling of waste electrical and electronic products. Further improve the government's green procurement policy and increase the intensity of green product procurement. Serious financial discipline, strengthen the whole process of financial funds, the whole chain, all-round supervision, improve the effectiveness and accuracy of the use of financial funds.

(xvii) Improving tax support policies. We will increase preferential tax support for special equipment for energy and water conservation, environmental protection and production safety, and bring digital and intelligent transformation into the scope of preferential treatment. Promote the practice of "reverse invoicing" by resource recycling enterprises to sellers of natural person scrapped products. Cooperate with the simple collection policy of value-added tax for renewable resource recovery enterprises, study and improve supporting measures for income tax collection and management, and optimize tax collection and management standards and methods.

(XVIII) Optimizing financial support. The use of re-loan policy tools to guide financial institutions to strengthen support for equipment renewal and technological transformation, and the central government to provide certain discount support for bank loans that meet the conditions for re-loan reimbursement. Play the role of the mechanism for expanding medium-and long-term loan placement in the manufacturing industry. Guide banking institutions to reasonably increase green credit and strengthen financial support for the production, service and consumption of green smart home appliances. Encourage banking institutions to appropriately reduce the down payment ratio of passenger car loans under the premise of compliance with laws and regulations and controllable risks, and reasonably determine the term and credit line of auto loans.

(xix) Strengthening factor safeguards. Strengthen the guarantee of land use and energy use for technological transformation projects of enterprises. For technical transformation projects that do not add new land and focus on equipment renewal, simplify the pre-approval procedures. Coordinate the construction of domestic waste classification collection, transit storage and renewable resource recovery facilities in the region, and incorporate them into the scope of public infrastructure land to ensure reasonable land demand.

(20) Strengthening Innovation Support. Focus on the industrial foundation that has long plagued the transformation and upgrading of traditional industries, and the "stuck neck" problem of major technical equipment, and actively carry out scientific and technological research on major technical equipment. We will improve the mechanisms of "unveiling the list", "horse racing" and iteration of innovative products, strengthen the support of pilot capacity in the manufacturing industry, and speed up the industrial application of innovative achievements.

All localities and departments should, under the centralized and unified leadership of the CPC Central Committee, improve the working mechanism, strengthen overall planning and coordination, do a good job in policy interpretation, and create a good social atmosphere for promoting large-scale equipment renewal and consumer goods trade-in. The National Development and Reform Commission should establish special work classes with relevant departments, strengthen coordination and cooperation, and strengthen the linkage between the central and local governments. All relevant departments should formulate specific plans and supporting policies in accordance with the division of responsibilities, implement departmental responsibilities, strengthen follow-up analysis, and promote the implementation of various tasks in detail.
