Announcement of the General Administration of Market Supervision on Issuing the Rules for Supervision, Inspection and Periodic Inspection of Elevators and the Rules for Self-inspection of Elevators
According to the "the People's Republic of China Special Equipment Safety Law", on the basis of the pilot reform of elevator inspection and testing, the General Administration of Market Supervision has revised the "Elevator Supervision and Inspection and Periodic Inspection Rules" (TSG T7001-2023, hereinafter referred to as the new inspection rules) and the "Elevator Self-Inspection Rules" "(TSG T7008-2023, hereinafter referred to as the inspection rules). The new inspection rules and inspection rules will come into force on the date of promulgation. The relevant matters are hereby announced as follows.
1. implementation of transition
In order to do a good job of elevator inspection and testing in a smooth and orderly manner, the implementation transition period is 1 year. During the transition period, for supervision and inspection, according to the application of elevator construction units, all localities can choose the new version of inspection regulations or the original "Elevator Supervision and Inspection and Periodic Inspection Rules" (TSG T7001 ~ TSG T7006, hereinafter referred to as the old version of inspection regulations) for inspection. For regular inspection and self-inspection, all localities shall reasonably select corresponding inspection and inspection rules to implement relevant work in combination with the local inspection reform pilot scheme.
After the expiration of the transition period, the elevator inspection and testing work should be carried out in strict accordance with the new version of the inspection regulations and testing rules. For elevators that have signed a supply contract between the buyer and the seller before the release date of the new inspection regulations (excluding), or have been determined to win the bid through public bidding, and need to implement installation supervision and inspection after the transition period expires, the elevator manufacturing unit or its entrusted installation unit shall notify the market supervision and management department of the project location in writing before July 1, 2023. When such elevators are subject to installation supervision and inspection, the new version of inspection regulations annexes A1.2.2.7 and A1.3.3 can be inspected according to the requirements of the old version of inspection regulations, while the new version of inspection regulations annexes A1.2.4.3 (1), A1.3.12.1 and A1.3.12.3 can not be inspected. The corresponding items of subsequent regular inspection and self-inspection shall also be carried out in accordance with the corresponding requirements.
