(II) the main objectives.Through three years of tackling the root cause, the concept of overall development and safety of local party committees, governments, departments, and production and business units has been further strengthened, and the awareness of adhering to the safety red line has become stronger, and the enthusiasm and initiative to reduce major safety risks and eliminate hidden dangers of major accidents have been significantly enhanced; The establishment and improvement of "one thing" in key industries is organized and promoted by the leading department, and all relevant departments work together, the safety supervision capability has been significantly improved. 2. task division

The Safety Committee of the State Council will coordinate the organization and promotion of the three-year action to tackle the root cause of national production safety. The provincial safety committees are responsible for formulating and implementing the three-year action plan for safe production under their jurisdiction. The relevant member units of the Safety Committee of the State Council shall, in accordance with the principle of "managing the industry must manage safety" and in accordance with the "Division of Work Safety Tasks of Member Units of the Work Safety Committee of the State Council", formulate the three-year action sub-plan for tackling the root causes of major accidents or key inspection items in the industry. Among them: the departments responsible for the supervision and management of production safety should further refine the specific measures and requirements for the root cause of production safety in the plan, strengthen the administrative license and access management of production safety in terms of technical equipment and personnel quality, increase the elimination and withdrawal of backward technology, materials and equipment in production safety, establish and improve the investigation and management system and supervision system of major accidents, and organize and carry out special rectification of production safety, focus on key links and key issues, accurately implement safety supervision and law enforcement, severely crack down on all kinds of violations of laws and regulations, and shut down and ban enterprises that do not meet the safety conditions in accordance with the law: other industry departments responsible for safety production management should clearly refine the supervision and guidance responsibilities of safety production in the industry field into thousands of specific measures in the plan, from the aspects of industry planning, industrial policies, regulations and standards, and administrative licensing, we should strengthen the work of tackling the root causes of production safety in this industry, establish and improve the normalization mechanism of joint supervision and inspection, investigation and rectification of major accident hidden dangers, and strengthen safety training and warning education in combination with the characteristics of the industry. Other member units of the Safety Committee of the State Council shall, within the scope of their duties, provide support and guarantee for the root cause of production safety, and jointly promote the safety rectification actions deployed by the CPC Central Committee and the State Council, and continue to proceed in accordance with the original arrangements.

 

3. main tasks

(I) carry out safety education and training actions for the main responsible persons of production and business operation units.

(II) carry out actions to improve the standard system for determining hidden dangers of major accidents.

5. Improve the local government's supervision system for the management of major accidents and hidden dangers, establish a mechanism for the relevant departments responsible for safety supervision to review and check the sales number, increase professional guidance, and ensure that the closed-loop rectification of major hidden dangers is in place. By the end of 2024, we will establish and improve the statistical analysis mechanism of major accidents and hidden dangers in different regions and industries, and take timely measures such as letter notification, notification, interview and exposure for those with slow progress. 6. 8. Timely update the catalogue of advanced and applicable technology and equipment to promote and eliminate backward safe production technology and equipment, clarify the scrapping standards of in-use equipment, and increase the elimination and renewal of hazardous chemicals, mines, tailings ponds, industry and trade, fireworks and firecrackers, construction, transportation, gas and other industries. In accordance with the law, we will speed up the orderly closure of "small scattered" enterprises, the closure of tailings ponds, the scrapping of old DC diesel locomotives, the renovation of old fishing boats, the renovation and upgrading of old chemical production facilities, the illegal production and sales of "large-ton and small-standard" trucks, and promote the elimination and withdrawal of all modified tractors by the end of 2025. 9. 11. 12. 14. Explore the implementation of a safety production standardization management system grading system, actively promote and guide various enterprises and units in relevant industries to establish a safety production standardization management system, vigorously select benchmark enterprises and units for the construction of safety production standardization in various industries, and implement incentive policies for enterprises meeting the safety production standardization standards in terms of reducing inspection frequency, giving priority to resumption of production acceptance, optimizing safety production liability insurance and work-related injury insurance rates, and credit rating by the end of 2025, to create a number of safety production standardization benchmarking enterprise units, to promote the advanced experience of safety management system.

 

(VII) carry out production safety precision law enforcement and help action.

18. Focus on the investigation and rectification of hidden dangers of major accidents, and strengthen the ability training of grass-roots safety supervision and law enforcement personnel. 20.
