Notice of the Market Supervision Bureau of the Autonomous Region on Doing a Good Job in Self-inspection of Elevators

In order to implement the spirit of General Secretary Xi Jinping's important instructions on production safety and the requirements for Guangxi's major strategies, implement the Announcement No. 14 of the General Administration of Market Supervision in 2023, earnestly do a good job in the implementation of the "elevator self-inspection rules" (TSG T7008-2023, hereinafter referred to as the inspection rules), and ensure the safety of people's lives and property, in combination with the actual work in Guangxi, the relevant matters are hereby notified as follows:

Basic requirements for 1. self-testing

(I) implementation time. Starting from April 2, 2024, the elevators in use registered in the whole region will be tested by themselves according to the testing rules.

(II) detection unit. Elevator users, maintenance units and special equipment testing and inspection institutions (hereinafter collectively referred to as testing units) that meet the requirements of safety technical specifications can engage in elevator self-testing in our district, and cities are not allowed to add any restrictions or set up any prior approval links.

Year of (III) testing. Based on the zero year of the elevator installation supervision and inspection qualified date (if the renovation supervision and inspection is carried out in accordance with the Regulations on Elevator Supervision and Inspection and Periodic Inspection (TSG T7001-2023), the renovation supervision and inspection qualified date), self-inspection shall be carried out in the second, third, fifth, sixth, eighth, tenth, twelfth and fourteenth years respectively.

For elevators whose qualified date of supervision and inspection cannot be determined, Guangxi Special Inspection Institute shall be responsible for verifying the qualified date of supervision and inspection of such elevators.

(IV) clear exemption area or unit testing subject. According to the relevant provisions of the "Notice on Further Doing a Good Job in the Implementation of the" Elevator Supervision and Inspection and Periodic Inspection Rules "and the" Elevator Self-inspection Rules "(No. 28 [2024] of the State Municipal Supervision Bureau, hereinafter referred to as the" Implementation Notice "), for areas exempted from special equipment inspection fees or China Railway Nanning Bureau Group Co., Ltd., elevator users can carry out self-inspection if they meet the conditions of the inspection rules, it can also be entrusted to the unit that provides elevator maintenance services or the approved special equipment testing and inspection agency to carry out; the inspection agency can undertake the elevator inspection and elevator inspection work at the same time, but shall not charge the inspection fee in any form.

Implementation procedure of 2. self-test

The market supervision departments of all cities should earnestly implement the new inspection regulations and inspection rules, fully mobilize the enthusiasm of elevator users and production units, encourage elevator users and maintenance units to carry out self-inspection, and implement the main responsibility of safety.

(I) application account number. From the date of issuance of this notice, testing units may apply for testing account numbers at Guangxi Special Equipment Enterprise Service Cloud Platform (hereinafter referred to as service platform, website: http:// 219.232.90.136:8801/tejcbes/#/portal). The Autonomous Region Market Supervision Bureau publicizes the relevant information of the testing unit on the service platform.

(II) Practice Publicity. The testing unit shall handle the practice publicity for the inspectors of the unit according to the requirements of Article 6.1 of the "Special Equipment Inspection Personnel Assessment Rules" (TSG Z8002-2022) (website: http:// 219.141.208.170/casei/). The qualification and practice of inspectors can be found on the practice publicity website at http:// 219.141.208.170/casei/register/personPublicAction! getProvincePersonInfoForm.action.

(III) Inspection Request Method. The user can apply for inspection on the elevator online on the service platform or directly negotiate with the inspection unit offline. For offline inspection, the inspection unit shall manually enter the inspection information on the service platform and upload a written contract or agreement with the user unit for self-inspection. For elevators that do not meet the year of self-inspection, the inspection unit shall promptly inform the user to apply for regular inspection.

(IV) on-site inspection. Before the on-site inspection, the inspector shall show the inspection personnel certificate and the practice publicity certificate to the user unit. During the inspection process, the inspectors shall record the inspection conditions truthfully and normatively in accordance with the requirements of safety technical specifications. The testing unit shall keep the relevant data of the on-site testing process, which shall be true, effective, complete and traceable.

(V) detection file. The testing unit shall, in accordance with the requirements of safety technical specifications, issue the Elevator Self-inspection Report within 5 working days after the completion of the testing work (including the confirmation of rectification), and timely transmit the testing data to the service platform; save the testing entrustment form, original records, Elevator Self-inspection Memorandum, Elevator Self-inspection Report, Elevator Self-inspection Conformity Statement and other retention period data, comply with the requirements of the corresponding safety technical specifications and not less than 6 years.

(I) Application. After the elevator completes its self-inspection, the user shall, in accordance with the provisions of Article 3.9 of the inspection rules, exchange the "Declaration of Compliance for Elevator Self-inspection" for the "Special Equipment Use Mark" at Guangxi Special Inspection Institute.

(II) hair replacement.The Guangxi Special Inspection Institute shall, in accordance with the requirements of the inspection rules, issue the Special Equipment Use Mark free of charge.

(III) Signature. According to the requirements of the Implementation Notice, the user shall affix the official seal to the renewed Special Equipment Use Mark and post it as required.

4. strengthens supervision during and after the event.

(I) strengthen supervision and law enforcement. The market supervision departments of all cities should use various methods such as "double random, one open" inspection and special supervision and inspection to strengthen the supervision and inspection of testing units and testing behaviors, and severely crack down on the following violations of laws and regulations:

1. Without approval or beyond the scope of approval, using personnel who have not obtained the corresponding qualifications to engage in testing;

2. Not in accordance with the requirements of safety technical specifications for testing;

3. Issuing false test results or the test results are seriously inaccurate;

4. Found that there is a serious accident hidden danger in the elevator, did not inform the relevant units in time, and immediately report to the department responsible for the safety supervision and management of special equipment.

(II) strengthens credit classification supervision. The market supervision departments of all cities should implement credit classification supervision on the testing units, so as to achieve precise supervision, source control, comprehensive management and punishment for dishonesty. For the testing units with bad nature, serious circumstances and great social harm, which are subject to serious administrative punishment by the market supervision and management department, they shall be included in the list of serious violations and dishonesty according to law. Strengthen public warnings, open to the public to detect violations of laws and regulations, and prompt elevator users to carefully select testing units.

(III) strengthen the exit mechanism. For those who violate laws and regulations and do not conduct inspections in accordance with safety technical specifications, the market supervision departments of each city must seriously investigate and deal with them in accordance with laws and regulations, and disclose the results to the public, and actively create a fair and just elevator inspection and testing industry atmosphere.

(IV) severely investigate and deal with overdue non-detection behavior. The inspection found that elevators that are not tested when they are due shall be issued with special equipment safety supervision instructions in accordance with the relevant provisions of Article 15 of the the People's Republic of China Special Equipment Safety Law. If rectification is not made within the time limit, it shall be dealt with in accordance with Article 36 of the Measures for Safety Supervision and Inspection of Special Equipment (Order No. 57 of the State Administration of Market Supervision and Administration).

5. job requirements

(I) strengthen organizational leadership. The market supervision departments of all cities should correctly understand the importance of the reform task of separation of elevator inspection and testing, attach great importance to the organization and implementation of inspection rules, study and judge risks in a timely manner, make careful arrangements, strengthen tracking and inquiry efficiency, and comprehensively promote the work of elevator inspection and testing, so as to ensure orderly connection and smooth transition.

(II) strengthen the implementation of responsibility. The market supervision departments of all cities should strengthen the implementation of territorial responsibilities, strengthen the supervision of inspection and testing work, and effectively improve the supervision ability; they should urge the elevator users to implement the main responsibility, determine the self testing units, and do a good job in the organization and implementation of self testing; they should urge the testing units to do a good job in self testing according to the requirements of safety technical specifications to ensure the quality of testing.

(III) strengthen publicity and guidance. The market supervision departments of all cities should make full use of the key periods such as "Safety Production Month" and "Special Equipment Safety Publicity Week" to widely publicize new policies and regulations such as elevator inspection, detection and separation to all walks of life, correctly guide public opinion, and timely study and judge and deal with elevator public opinion. Create a good atmosphere.

The "Guangxi Pilot Work Plan for Improving Elevator Maintenance Mode and Adjusting Elevator Inspection and Testing Methods" (Guangxi Municipal Supervision Office Fa [2020] No. 89) and the "Notice on Expanding and Improving Elevator Maintenance Mode and Adjusting Elevator Inspection and Testing Methods Pilot" (Guangxi Municipal Supervision Office Letter [2021] No. 121) will no longer be implemented from April 2, 2024.
