Therefore, it is easy to say other measures in the old reform, that is, this elevator is often the most difficult to reach an agreement. On May 20, Beijing issued a new policy for the old reform: "Beijing Old Community Comprehensive Renovation Work Manual" for the first time made it clear that the installation of elevators in existing multi-storey residential buildings can be implemented if the following conditions are met.
First, owners who are willing to install elevators should have the right to occupy and use the residence and be able to produce relevant evidence;
Second, the residential buildings to be installed with elevators should meet the requirements of building structural safety, fire safety, building energy conservation and other specifications and standards.
Third, the intention and preliminary plan of installing elevators in existing multi-storey residential buildings should fully listen to the opinions of all owners within the scope of the proposed elevator installation, and be approved by the owners whose exclusive part accounts for more than 2/3 of the total construction area of the unit and accounts for more than 2/3 of the total number of owners, and other owners have no objection.
The first two are the well-behaved construction safety and quality requirements, that is, the third one is really difficult to understand. It is understood that buildings equipped with elevators need the consent of 2/3 owners and other owners do not hold objections before installing elevators.
In terms of expression, the one-vote veto power is canceled, but in fact, it still needs other owners not to oppose it? Then what is the significance of this policy? Don't you just change the statement? It's really confusing.
For the installation of elevators, some netizens also put forward new opinions to preserve the rights and interests of the residents on the ground floor. For example, the first and second floors should not share the installation and maintenance costs, and appropriate subsidies can be made. If others cannot accept it, they can swipe the card and use the ladder to avoid hitchhiking.
Although it is said that the minority should obey the majority and unify everyone's opinions, the installation of elevators is not a trivial matter. Whether the old residential area can afford the installation of elevators will not be mentioned first.
