Due to insufficient daily maintenance and inadequate emergency rescue, the elevator in the community is prone to vicious incidents such as falling and trapping people, which brings safety hazards to the elevator passengers. A few days ago, the Guangzhou Municipal Market Supervision and Administration Bureau notified some communities in Guangzhou that had frequent elevator failures recently. At the same time, it responded that it had followed up and dealt with related incidents and coordinated property companies and maintenance units to jointly do elevator safety work.

People are trapped by falling down. Recently, elevators in these communities have failed frequently.

The residential areas mentioned in the circular include Hanlin Garden in Huangpu District, Poly Roland International in Huangpu District, Hailun Spring in Zengcheng District, Dashi Tianjiao Times in Panyu District, Oak Garden in Tianhe District, etc. Due to insufficient daily maintenance and inadequate emergency rescue, there have been many vicious incidents such as elevator falling and people trapped for a long time.

Previously, residents living in Hanlin Garden in Huangpu District have repeatedly reported this problem to developers and properties. The owner, Mr. Wang, recalled that he moved into Building 3 of Hanlin Garden in 2019, with two elevators on the first floor. The elevators had problems from time to time, and sometimes even two elevators were damaged at the same time. "Breakdowns were more frequent from June to August this year. A total of 22 failures occurred during the three-month period. The performance of the failures was generally sudden drop and violent shaking. Pregnant women and the elderly were also trapped, which seriously affected the daily lives of residents."

On August 31, Ms. Liang, who lives in Building 3 of Hanlin Garden, also suffered from the experience of being trapped because the elevator door could not be opened normally due to foreign body Carmen. "I took the elevator upstairs at 10 o'clock in the evening and was trapped. The lights were dark at the time. I pressed the emergency help button for a long time. At first, I didn't respond. Although there was a sound behind, I couldn't hear clearly. I was trapped for more than ten minutes. Later, I called the police."

In the elevator accident cases mentioned in the bulletin, in addition to mechanical failure factors, human factors lead to elevator failure, there are also natural disasters and other occasional causes. According to public media reports, on August 22, more than ten elevators in Oak Garden District, Tianhe District failed overnight, seriously affecting the owner's travel. The residential property management office said that the simultaneous failure of multiple elevators was caused by an accidental lightning strike in the residential area that night.

Investigation and rectification, relevant departments will increase safety inspection efforts

With regard to the potential safety hazards of frequent elevator failures in these residential areas, Guangzhou Market Supervision Bureau, together with relevant departments, will follow up and deal with them in a timely manner, and coordinate property companies and maintenance units to do a good job in elevator safety.

The circular mentioned that the bureau has coordinated all relevant users to strengthen elevator safety management, standardize owners' behaviors such as decoration and transportation of decoration materials, speed up the construction of supporting facilities for elevator use, and implement the main responsibility of safety management. In addition, coordinate all relevant elevator maintenance units to strengthen daily maintenance, starting from technical support, and implement maintenance responsibilities.

At present, Poly Hanlin Garden Property in Huangpu District has arranged full-time personnel to guide residents to use elevators in a standardized manner. The maintenance company has replaced the traction steel belt of elevators with frequent failures. After replacement, the elevators are running well. The property of Poly Roland International Community in Huangpu District cooperates with maintenance personnel to troubleshoot the elevators in the community twice a day. No new failures have occurred so far. Hailun Spring Community in Zengcheng District replaced each machine room with a new exhaust fan to reduce the temperature, and re-waterproof the elevator pit to clean up the accumulated water; Tianhe District Oak Garden Community Maintenance Company has added anti-surge devices in the machine room to reduce the impact of thunderstorms on elevator equipment. Tianjiao Times Property in Panyu District, together with elevator manufacturing units, proposed solutions to the faults caused by unstable power supply voltage, promoted municipal power supply access, and used formal power supply as soon as possible.

The Guangzhou Municipal Market Supervision Bureau stated that it will continue to strictly enforce the law, increase the intensity of elevator safety inspections, promptly verify and resolve complaints from the masses, and resolutely investigate and deal with illegal acts.

Next, we will carry out publicity on elevator safety and standardized management guidelines through multiple channels, strengthen supporting elevator use measures, and further implement the main responsibility of elevator safety management of users. In addition, we will actively promote the application of new technologies such as elevator intelligent monitoring and the Internet of Things, and improve the city's elevator safety management level through various means such as elevator affairs community governance, launching elevator safety assessment, unblocking the use of property maintenance funds, and credit evaluation of elevator maintenance units.
