The elevator of the jacketed villa does not work in your home. why should the maintenance fee be paid according to the standard of having an elevator?

Recently, many owners of Taiyue Shengjing Community, Shengjing Street, Zhangqiu District, were hardly happy after receiving the notice. The three-or four-story bungalow they bought has no elevator to reach directly, so they can only climb stairs or go out by self-installed home elevator. In addition, they have to pay special residential maintenance funds according to the standard of 120 yuan per square meter of houses with elevators.
On December 2, the relevant person in charge of Taiyue Shengjing Sales Office stated that the owner had already understood the design of the foreign house when buying the house, and the residential special maintenance fund standard was also collected in accordance with the documents of the housing construction department. In response, the relevant staff of Zhangqiu District Housing and Construction Bureau said that the materials provided to them by the developers of Taiyue Shengjing Community and the purchase contract indicated that the residence included public elevators, and relevant maintenance funds were collected as required. As for the function and design form of the elevators, the developers needed to explain.

"Now elevators are installed in old residential areas, but the newly-built commercial houses I bought can only go out by climbing stairs or installing home elevators myself." Mr. Zhang said. In March 2019, he spent more than 160 million yuan to buy a bungalow in Taiyue Shengjing District near Jingshi East Road. "The foreign house has six floors, one on the first and second floors, one on the third and fourth floors, and one on the fifth and sixth floors. I bought the third and fourth floors. At that time, the building began to be built, and there was no model house. The property consultant did not tell me that the elevator could not go directly."
In May this year, Mr. Zhang learned that there was no direct elevator for the third and fourth floor residents. "We can only climb to the third floor when we go home, or we can pay for the home elevator. The owner who lives on the fifth floor can take the elevator home." On December 2, a reporter from the New Times saw an elevator at the unit door on the north side of the building. The elevator was only equipped with "-2, -1, 1, 5" floor buttons and could not reach the third floor. According to the purchase contract provided by the owner, the public elevator of the building is installed in place and the hoistway is reserved for other elevators. "The developer told us that we can install our own home elevator and go straight to our home from the -2 floor." Mr. Zhang said.

Owners were also informed of the need to pay housing maintenance funds when they received the notice. Among them, the owners on the third floor should also pay according to the standard of 120 yuan per square meter for houses with elevators. "We install our own home elevators, and we don't use public elevators, so why do we have to pay the same residential special maintenance funds as other owners?" The third floor owner also questioned this.
On December 2, a relevant person in charge of Taiyue Shengjing sales office said that the owner had already known the design of the bungalow when buying the house, and the residents on the third floor did not have a direct elevator. For the reason of the design, he did not say much, "this is all done by the design institute, and it has also passed the relevant audit." In addition, they have reserved a household elevator shaft for the owner on the third floor, who can install the elevator directly into the house. "We have also paid special residential maintenance funds to the housing construction department for the owners in advance. The collection standard is also in accordance with relevant regulations, 120 yuan per square meter." The person in charge said. Owners are required to pay them the special payment for the housing they have already paid.

In this regard, the relevant staff of the development and maintenance fund department of Zhangqiu District Housing and Construction Bureau said that the materials provided by the developers of Taiyue Shengjing District to the housing and construction department indicated that the buildings should be equipped with public elevators. According to the "Jinan City Residential Special Maintenance Fund Management Measures", the multi-storey houses without elevators are 60 yuan per square meter, and the houses with elevators are 120 yuan per square meter. They are not clear about whether the function and design standards of public elevators can meet the use of owners and need to be explained by developers.
