In this regard, the representatives suggested that more social funds should be introduced to revitalize the capital pool for installing elevators and promote this popular project. Representative Zhang Jinxiu suggested that the government and social capital cooperation model can be promoted. That is to say, through government procurement, the paid use of new facilities, the implementation of asset rights and interests, etc., to attract all kinds of professional institutions and other social forces to invest in the design, transformation, operation of all kinds of facilities to be transformed ...... Support and standardize all kinds of enterprises to participate in various forms of cooperation and ladder transformation. That is, the elevator will be built by the "ladder" project company on behalf of the capital, and the residents will not pay the construction fee, as long as they pay the use fee, and at the same time give the "ladder" company a 15-year franchise, which can achieve a win-win situation for all stakeholders.

In this regard, the Municipal Housing Administration said that relevant attempts have been carried out in some areas of Shanghai, and the relevant departments will study the balance mechanism and default risk on the basis of understanding the implementation of the case.
