Low-level users disagree
It is a good thing to install elevators in old communities. For the elderly with inconvenient legs and feet, adding elevators in the community is a desirable thing.
However, if you want to install the elevator, this will be a huge project, will spend a lot of manpower, material and financial resources. On the other hand, the installation of elevators in old communities cannot be accomplished overnight, but requires the collective consent of community residents. Although the advantages of installing elevators outweigh the disadvantages, the residents of the first and second floors are reluctant.
Because it is more convenient for them to go out, it doesn't matter whether there is an elevator or not. On the contrary, after installing an elevator, the house prices on the first and second floors will drop a little, and their own interests will also be affected. In addition, due to the installation of elevators, it is difficult for people on the first and second floors to have the opportunity to use the elevators. If a malfunction occurs, the owners on the first and second floors must also pay for maintenance.
And after the installation of elevators in many old communities, the impact on low-income residents is particularly large, especially for the residents on the first floor, it is the most obvious. Ventilation and lighting will be affected to varying degrees. In the case of damage to their own interests, low-level residents are also very normal.
Under the continuous promotion, many people put forward new suggestions and plans. For the new suggestions put forward, many low-rise residents also "let go" and agreed to install elevators.
Local "new regulations" may be issued to solve the problem
In order to solve these problems, some places have conveniently introduced "new regulations", which end the original "one-vote veto system", that is, as long as a family does not agree, elevators cannot be installed. The new regulations make it clear that as long as more than 2/3 residents agree to install elevators, they can apply and give instructions, and then they can enter the construction stage.
Of course, the new policy will more or less provide some extra care for people living on the first floor. For example, if elevators are installed in old residential areas in some places, residents on the first floor do not need to pay for the installation, and some even give some cash compensation to residents on the first floor. In this way, the first floor residents will gradually be satisfied, and the rejection of the installation of elevators will gradually be lifted.
Another option is to charge for the use of elevators according to the number of times, just like when we swipe a card by car, we will pay once. However, this is more troublesome and requires residents to apply for an "elevator card". If we forget to bring the card, we cannot take the elevator.
The scope of implementation of this plan is still relatively small, and many residents have said that since it has been installed, there is no need to charge, because it is quite inconvenient.
In addition, the state has also introduced many high subsidies to solve related problems. For example, in Beijing, Shanghai and Qingdao, each additional elevator can usually receive a subsidy of more than 200,000 yuan.
Huang Yan, deputy minister of the Ministry of Housing and Urban-Rural Development, said that at present, there are some design plans and experience for installing elevators, which will meet the various needs of residents as much as possible, and through careful personalized design as much as possible, so as to maximize benefits and minimize impact. Moreover, the installation of elevators also requires mutual consultation between neighbors. It can be seen that the installation of elevators still needs to be implemented with the permission of users, and the beneficiaries of the installation of elevators are mainly the residents themselves.
