Recently, the Special Equipment Bureau of the General Administration of Market Supervision once again mentioned the reform of special equipment inspection and testing institutions in the notice of soliciting opinions on the 14th five-year Plan for the Development of Special equipment Safety and Energy Saving (draft for public comments).

Promote three reforms

First, deepen the reform of administrative licensing of special equipment. Implement the requirements of the State Council for "release, management and service", further streamline and integrate the "Special Equipment Production License Catalog" and "Special Equipment Safety Management and Operator Qualification Types and Projects"; Further decentralize special equipment administrative licensing sub-projects and guide local governments to undertake them; Promote the transformation of administrative licensing for special equipment production links into market access for supervision, inspection and type testing. Optimize the online approval system for special equipment administrative licensing, implement various tasks of the "inter-provincial general office", carry out electronic certificate pilots, increase work guidance and supervision and inspection of licensing agencies, and revise and improve the implementation list of administrative approval items for special equipment in the territory, Promote the work related to the "good and bad evaluation" of licensing, and strictly license the withdrawal mechanism.

The second is to promote the reform of inspection and testing. We will promote the reform of inspection and testing of special equipment, adhere to the public welfare attribute of inspection and the market attribute of inspection, improve the inspection supply mode, do excellent and refined public welfare inspection technical institutions, and introduce social testing forces in an orderly manner. Encourage qualified enterprises to carry out self-inspection work, guide inspection institutions to strengthen scientific and technological research and innovation, and strengthen the technical support role of special equipment inspection institutions in the supervision of special equipment. Research and release the "Special Equipment Inspection Agency Approval Rules", "Special Equipment Inspection Agency Approval Rules" and "Special Equipment Inspection Personnel Assessment Rules" to implement the new rules to ensure a smooth transition.

The third is to promote the reform and innovation of elevator supervision. Strengthen overall coordination, adhere to reform and innovation, continuously improve elevator maintenance mode, explore the establishment of on-demand maintenance quality assessment system, guide users and maintenance units to change from "re-maintenance process" to "re-maintenance effect", restrain vicious competition, and gradually form a maintenance price pricing mechanism oriented by maintenance effect. Encourage the research and pilot promotion of insurance innovation models such as "insurance services" and "elevator pension insurance", make full use of the market restraint and incentive mechanism of insurance, and build a social governance system for elevator safety.
