More than a month has passed since the elevator fire, and the owners who have lived outside for a long time have begun to return home one after another. They have not yet waited for compensation, and even the elevator that had the accident is still out of service......
The smell of the fire was spread at about 1:30 a.m. on September 26 in Unit 23 of the new town of Bicui in the Waigaoqiao section of Shanghai's Pudong New Area. It was a pungent smell mixed with scorch and odor.
1 smoke awakened
Black smoke rushed into the corridor after engulfing the elevator car, and then approached the sleeping occupants.
Thick smoke entered the home from doors and windows, and the pungent smell woke up three families on the 4th and 5th floors. The awakened residents were frightened and confused by the black smoke. They could not find the source of fire and could only call the property monitoring center and dial the property number through the intelligent panel over and over again. However, the property that had responded quickly in the past seemed to disappear at the moment and no one answered.
The black smoke hung over and desperate residents began to save themselves.
Yan Song (pseudonym) took his wife and children to the balcony on the innermost side of the living room. In panic, he dialed the rescue phone. Xu Mei (pseudonym) on the fourth floor rushed down the stairs barefoot. She ran all the way to the east gate guard room more than 200 meters away for help. The Wang Li (pseudonym) family next door to Xu Mei was also hiding in the living room. The young children were choked and vomited by the smoke......
The fire department, which arrived around 2 o'clock, brought light to them. With the assistance of fire fighting, the trapped owners were taken away from the scene one after another, and the cause of the accident was initially determined to be the aging of the top line of the elevator.
It was night, and the owners who were still in shock were temporarily placed in the Vienna Hotel 3 kilometers away. Compared with the rejoicing of the survivors, fear and inunderstanding filled their hearts.
The new town bicui project is located in Pudong Gaoqiao Senlan plate. the project can be traced back to 2006, when the new town won a plot in gaoxing town of Pudong new area by bidding, auction and hanging. after experiencing environmental impact assessment, replacement and other storms, construction finally started at the end of 2010. After relying on several projects in Jiading in the early days to open the Shanghai market, the new town plans to build the high-end plot next to the Senlan green space into a high-end project.
At the end of 2011, the new city was opened for the first time, with an average price of 35000 yuan/square meter. After several rounds of house price rise, the average transaction price of second-hand housing in September this year has exceeded 108000 yuan/square meter, which is also a high price in the same plate. The Central Plains platform shows that there is currently a set of 3 rooms in the residential area, with a total price of 173 square meters in 16.8 million yuan.
After delivery, the residential property has been in the charge of Xincheng's property company Xincheng Yue. In September this year, the residential property was replaced by Xincheng Yue to Jinmao's Jinmao Property.
Jin Mao Property explained to the reporter of the International Finance News the specific process of taking over the new town bicui community. It said that on June 2 this year, it obtained the information of the public bidding for the property service of the new town bicui project through the Shanghai Residential Property Supervision and Service Platform. On June 4, it signed up to participate in the bidding. After the bid opening on June 25, the company received the "Letter of Acceptance" on June 30 and formally signed the property service contract on August 17.
On August 30 and 31, the two properties were handed over on site. At 24 o'clock that night, Xincheng Yue withdrew from the site and Jinmao Property entered the site simultaneously.
On the 26th day after Jin Mao property entered the site, an elevator fire intensified the contradiction between the owners and the new property owner......
2 "Invisible" properties
Yan Song, who did not lie down until after midnight, did not sleep long before he got up early to deal with his messy home.
When he saw a reporter from the International Finance News, he was communicating with the staff of the paint company with his bloodshot eyes on the restoration of the wall.
The thick smoke produced by the fire of the elevator changed the color of the wall and ceiling of Yan Song's corridor. Several large holes were smoked out of the screen window of the corridor, which seemed to be covered with a layer of impenetrable black fog. The ground was left with dark ashes, and the cleaning marks made the scene look messy and mottled.
Yan Song, who was in a mess, seemed a little depressed. He said that he had been dealing with all kinds of problems and was as busy as a top. Yan Song hoped that his life could return to the right track as soon as possible. However, due to the "inaction" of the property, from cleaning to repairing the wall, all the aftermath work fell on him.
"At present, the property has not given a plan and we do not know who will bear the losses." From the beginning of the accident to now, the attitude of the property makes Yan Song seem a little angry.
Wang Li's anger was even stronger. In his opinion, this was an avoidable accident, and the hidden danger of the elevator had a warning.
Wang Li recalled that in early September, many owners found that the air conditioner in the elevator began to produce hot air, and the red indicator light kept flashing. Some owners suspected that there was something wrong with the air conditioner transformer, so they reported to the property for repair, but no one came to repair it.
On the evening of September 19, Wang Li contacted Li Gang (pseudonym), a worker in charge of elevator maintenance in the residential area. Three days later, Li Gang inspected the elevator and found that the air-conditioning compressor in the elevator had malfunctioned and needed to be replaced. Li Gang told reporters that he had already fed back the problem of the elevator compressor to the property after checking.
The property's response does not appear to be timely.
Wang Li added that Li gang told himself at that time that he had submitted the application for replacement parts to Jin Mao property. limited by the latter's internal approval process, it was expected that it would take one or two months to make loans, so he could not replace parts in time.
Compressor failure, "loss of temperature", was placed regardless of the elevator then had an accident.
Because of being on the highest level, the heat wave in the elevator shaft rose upward, and Yan Song's family suffered the most serious damage.
When the smoke came in through the doors and windows, he thought there was something wrong with the electrical appliances not far from the entrance door. Yan Song didn't know it was the elevator fire until he was taken away from the scene by the fire.
After the panic in the middle of the night, the first thing the owners have to face is the repair problem at home. However, at this time, the property is "missing" again. Wang Li told reporters that after the incident, the house was in a mess, and the sanitation was cleaned by himself, "the property has not been managed".
The same story happened in Yan Song's house. Under his continuous feedback, on the evening of September 26, the property arranged the community cleaning staff to clean the elevator hall in front of Yan Song's house, but the cleaning result was not satisfactory, and many defects on the tiles were still not dealt with, so Yan Song had to turn to a professional cleaning company.
3 Unrecognized instructions
After the accident, Jinmao Property issued a statement on the handling of the 23-unit accident to all owners, intended to introduce the property's response actions and play down the impact of the incident.
According to the explanation, the black smoke shrouded in the owner's home was caused by the fire department forcibly opening the elevator car and the thick smoke rushed out. At the same time, the property center arranged accommodation for the affected owners and carried out fine cleaning of the damaged houses.
However, this statement was disputed by the damaged owners.
The reporter learned that the property did arrange accommodation for the owner. Except for the breakfast attached to the hotel, the owner did not enjoy other meals. As for the cleaning and maintenance of damaged houses, almost all of them are handled by the owners themselves.
At the same time, many owners questioned the response speed and handling of Jinmao property in the whole incident.
Some old owners said bluntly that Xincheng Yue had never had any sudden accidents such as fire in so many years and questioned whether Jinmao Property had carried out a comprehensive overhaul of the residential area during the handover.
In response, Jinmao Property responded to the reporter of the International Finance News, saying, "During the takeover inspection of the residential area on August 30 and 31, 2021, our company found and pointed out that the air conditioner installed on the top of the elevator car was not installed independently according to the specifications, such as the installation of air conditioner lines and leakage protection switches, which were recorded in the handover list." However, the reporter inquired about the handover list and found that there was no mention of "non-standard installation of leakage protection switches and other irregularities".
At the same time, Jinmao Property stressed that since the takeover, the company has signed a qualified elevator supplier with maintenance qualification, and arranged maintenance personnel to carry out daily maintenance of elevators in the residential area in accordance with national standards. From September 1 to September 26, the company completed 2 rounds of maintenance of 48 elevators in the public area of the residential area.
According to Jin Mao Property, the elevator had just finished maintenance work before the accident.
So what was the cause of the fire?
The Wang Li family said that the elevator had been operating normally before and when Xincheng Yue was there, the owner could get a quick response to call the property monitoring center.
Some owners also told reporters that the elevator in the new town is defective and cannot be operated continuously 24 hours a day, otherwise the condensed water will accumulate together, which is easy to cause short circuit. "after Jinmao property came in, the elevator was operated 24 hours a day without knowing the situation, resulting in a subsequent fire".
A video provided by the owner showed that the property staff admitted to him that there was no smoke alarm in the corridor of the residential area, so they failed to detect the thick smoke in the corridor. As for the reason why the owners questioned why they called the monitoring center for many times and did not respond, the relevant staff were evasive and did not give a positive response.
4 "I want an answer"
The reporter went to the property center with related questions. Some staff members said in the conversation that the property would arrange personnel on duty at night, but it was not clear that the elevator caught fire and called the monitoring center many times that night. Under investigation ".
As to when the elevator can resume operation and the handling plan for the incident, the person also indicated that the interior of the property is still in a meeting to discuss, and the specific plan has not yet come out. If the owner needs cleaning, he can arrange cleaning help.
The neighborhood committee told reporters that the maintenance and operation of the elevator need to wait until the evaluation report of the fire department comes out, "we will contact the parties concerned if there is progress, and we will keep in touch with the owner's compensation".
With the passage of time, the handling of the elevator incident seems to have made progress, but it seems not.
In constant communication, Jinmao Property once told the owner that it could issue an invoice for the repair of damaged items in the home, and reimburse the property with the invoice after cleaning up.
Jin Mao Property also told reporters that the owner would sort out the damage list and make clear the follow-up treatment plan after the accident responsibility was determined.
On October 14, the Pudong New area Fire Rescue Detachment issued a simple investigation and confirmation of the fire accident, which said that the cause of the fire excluded man-made arson, lightning strike, careless use of fire, external fire sources and other reasons, and could not rule out electrical circuit failure to ignite the surrounding combustibles and expand into disasters.
At the same time, in accordance with the provisions of Article 36, Paragraph 1, Item 4 of the "Regulations on Fire Accident Investigation", the fire rescue agency will not accept the application for review for the determination of a fire accident using the simple investigation procedure.
The confirmation came out, and the three owners moved back home from the hotel, but the compensation for their losses is still not available, and even the elevator is still out of service.
On October 20, Yan Song packaged the repair invoice for the damaged items in his home and sent it to the resident manager of the project, "the loss is about 100,000", but now two weeks have passed and he still hasn't waited for a reply from the property owner.
The maintenance of the elevator is also unsolved.
Yan Song told reporters that the property felt that the repair cost of the elevator should not be borne by itself. They were only willing to accept the advance payment, but who should bear the advance payment in the end?
