The elevator in the residential area broke down for a month and no one repaired it. I didn't know until I went to the property for urgent repair. I was notified that the elevator had failed the inspection before the failure. At that time, it was time to stop the repair.
Owner: At the end of October, the elevator inspection was unqualified and the elevator was trapped after 20 days of continuous use.
Ms. Ma lives in the First City Community of Kaiyuan, Minjing Road, Xi 'an. "The west ladder of Unit 2 of Building 8 often has problems and was repaired at the end of October due to minor problems." Ms. Ma said that on the evening of November 19, the elevator broke down during the upward movement and could not be used later. "The property said it would be repaired, but it has been almost a month now and there has been no progress.”
Ms. Ma said that the owner had found the property many times and asked for the repair of the elevator. During this period, he learned that the property had been notified to stop the unqualified elevator on October 29, "but it has not been stopped, and the property has never notified the elevator. There was a problem until November 19." Ms. Ma said that the property said that the owner had to pay the overhaul fund to repair the elevator, so the elevator has not been repaired so far.
On the afternoon of December 12, a reporter from China Business Daily came to the first city of Kaiyuan. There are two elevators in Unit 2 of Building 8, only one of which is in operation. The registration information in the elevator shows that the next inspection date is October 2022. The other elevator is surrounded by yellow baffles and suspended.
"When the elevator was no longer available, the property was not in use, and the owner of the property did not give notice or reminder regardless of the safety of the owner. It was not until the night of November 19 that the elevator broke down and the elevator was completely out of service." Mr. Qin, the owner, said that after the elevator was stopped, the owner asked the property to provide elevator maintenance records many times. "In order to prove that they are maintaining the elevator on a daily basis, the property actually provided an altered half-month maintenance record, which was changed to December 3 on November 18. However, the elevator was broken on November 19. How about December maintenance?"
However, some owners said that after staying in the residential area for 7 years, "the property is to drag the minor problems of the elevator into major problems, and we have to pay the bill."

Later, the reporter of China Business Daily followed the owner to the residential property, and the "Notice of Inspection Opinions on Special Equipment" mentioned by the owner was posted at the door of the property. The reporter saw that on October 29, Xi 'an Special Equipment Inspection and Testing Institute informed the Property Limited Company that after inspection, there was a problem with the number 8-East-West Elevator in the residential unit. Please submit the handling results before November 13. Problems and opinions include emergency alarm time limit; Broken wire of traction wire rope meets scrap requirements; Abnormal sound of traction machine operation; Upper limit damage, etc. The preliminary inspection conclusion is unqualified, and it is recommended to stop using immediately.
In the face of the owner's inquiry, the property personnel said that the elevator was seriously damaged because of the safety rope problem. It must be overhauled and the overhaul fund must be used. However, the overhaul fund has not yet been collected. In order to meet the urgent need, the property decided to let the owner pool money to repair it and share it with 2.1234 yuan per square meter. "Each family has different areas and different costs. If the costs are not shared, it cannot be repaired. The elevator was shut down in November, and failure cannot be said to be a trap." Property personnel provided a notice issued by the property on December 7. The notice shows that the elevator on the west side of Unit 2 has been identified by Xi 'an Special Equipment Inspection and Testing Institute as a broken wire rope and serious wear of traction wheel and chisel, and has been discontinued. Only 56 households in the unit have paid the overhaul fund and 80 have not paid. The maintenance cost is 38475 yuan, excluding the public income of 5000 yuan, and each household needs to share it at 2.1234 yuan per square meter.

The staff said that the elevator is qualified at the end of October, November is not qualified. Later, another staff member brought the "Notice of Inspection Opinions on Special Equipment", showing that the notice date was October 29, which was consistent with the one posted at the door of the property. The former staff member changed his words and said that he was on duty. He had to ask about the specific date of suspension before he knew it. "As for the half-month maintenance records, he had to ask the maintenance personnel to know."
