Elevator Maintenance Company Fined 5500 yuan for Lack of Quarterly and Semi-annual Records
On June 16, 2022, the law enforcement officers of Fushan District Market Supervision Bureau of Yantai City, Shandong Province found in their daily supervision and inspection that the 23 elevator maintenance records in a residential area were all half-month maintenance operation records, lacking quarterly maintenance operation records and semi-annual maintenance operation records. Up to the date of inspection, no quarterly and semi-annual maintenance project operations have been carried out.
According to the provisions of Article 88 of the the People's Republic of China Special Equipment Safety Law, the elevator maintenance company was fined 5500 yuan according to law.

The parties in this case did not maintain the elevator according to the requirements of the safety technical specifications. according to article 6 of the elevator maintenance rules (TSG T5002-2017), "the maintenance items of elevators are divided into four categories: half a month, quarter, half a year and year. the basic items (contents) and requirements of various maintenance are shown in annexes a to d respectively. The maintenance unit shall, in accordance with the requirements of the accessories, in accordance with the provisions of the installation, operation and maintenance instructions, and according to the characteristics of the elevator being maintained, formulate a reasonable maintenance plan and scheme, clean, lubricate, inspect and adjust the elevator, and replace the vulnerable parts that do not meet the requirements, so that the elevator can meet the safety requirements and ensure the normal operation of the elevator."
According to the second paragraph of Article 45 of the "the People's Republic of China Special Equipment Safety Law": "Elevator maintenance units shall strictly implement the requirements of safety technical specifications during maintenance, ensure the safety performance of the elevators they maintain, and be responsible for implementing On-site safety protection measures to ensure construction safety" are illegal acts of failing to maintain special equipment in accordance with the requirements of safety technical specifications.
