Recently, the Haicang District Market Supervision and Administration Bureau received a complaint from the masses, saying that the elevator in the residential area had broken down and someone was trapped in the car. After contacting the property through the emergency button, the security guard of the residential area came to the scene to open the car door and let the owner jump out of the car when the elevator did not reach the flat floor.

After hearing this, the law enforcement officers found that the act was inappropriate and immediately launched an investigation. The property director of the community said it was true. Because the security guard has obtained the elevator special equipment operation qualification certificate and has the elevator operation qualification, the security guard is allowed to rescue the trapped owner in case of emergency.
Haicang District Market Supervision and Administration Bureau said that the intention of the property to employ employees with elevator operation qualifications is very good, and it is hoped that personnel with professional knowledge will serve the elevators in the community, which is worthy of recognition. However, the personnel who have obtained the elevator special equipment operation qualification certificate cannot carry out the rescue work of the elevator trapped people on their own, and are also suspected of breaking the law.
According to Article 22 of the "the People's Republic of China Special Equipment Safety Law", "The installation, modification, and repair of elevators must be carried out by the elevator manufacturing unit or the unit entrusted by it that has obtained the corresponding license in accordance with this law" and "Fujian Province Elevator Safety Management Regulations" Item (VIII) of Article 19 "When passengers are trapped in the elevator car, they shall immediately notify the maintenance unit or professional rescue team to carry out rescue, in the above cases, the property company was suspected of two illegal acts. First, the security is employed by the property company, and the property company does not have the qualifications for elevator installation, renovation, and repair, and cannot hire personnel who have obtained the elevator special equipment operation qualification certificate to engage in professional rescue work for elevator trapped people; second, the property management personnel receive After the elevator is trapped, it should immediately notify the professional maintenance personnel to carry out rescue, and do a good job of comforting the trapped people, instead of rescuing them by themselves. According to relevant regulations, the Haicang District Market Supervision Administration issued a "Special Equipment Safety Supervision Instruction" to the property company and ordered it to rectify.
Elevator safety is no small matter. The Haicang District Market Supervision Administration agrees that the user unit employs personnel with special equipment operation qualification certificates to manage special equipment, but the rescue of trapped personnel has strong professional knowledge and must be operated in strict accordance with the requirements of safety technical specifications.
