Recently, residents of Huanghui Pavilion and Huangxing Pavilion in Huangzhou Garden District, Futian District, reported to reporters in Nandu that their two high-rise elevators have been in use for about 30 years and elevator failures have occurred frequently in recent years, so they want to update the elevators. Mr. Zhang (pseudonym) is the owner of Huanghui Pavilion, Huangzhou Garden, Futian District. He told reporters that this community has a history of nearly 30 years, and the elevators used in the two high-rise buildings of Huanghui Pavilion and Huangxing Pavilion have not been replaced. Due to aging, now residents often encounter elevator failure problems.

On November 3, a reporter from Nandu came to the scene and saw that there were two elevators in each of the two high-rise buildings, one passenger elevator and one freight elevator, and residents of both elevators took them up and down the stairs. When the reporter took one of the passenger elevators, he could hear some noise when the elevator was running, while the upward button of the other elevator on the first floor could not be pressed.

Mr. Liu (pseudonym) told reporters that they lived on the 8th floor of Huanghui Pavilion. When his wife and children took the elevator upstairs, they encountered the situation that the elevator stopped on the 8th floor and the door could not be opened. The live video he provided showed that the elevator floor was displayed on the "8" floor, and the elevator door opened a seam about 5cm wide, but it was not fully opened. Another resident of Huangxing Pavilion, Aunt Li (pseudonym), told reporters that three days ago, when she walked into the first floor to take the freight elevator to go upstairs, the elevator suddenly fell down about 20cm, and she ran out of the elevator. "We are in our 60 s. My heart beat (panicked) all day that day. What if a child goes to school in such a situation?"

Another cleaning staff in the community, who did not want to be named, said that when he took the elevator to clean up garbage on each floor of Huangxing Pavilion three or four years ago, the elevator suddenly fell to the ground floor, but fortunately he was not injured.

Mr. Zhang said that there are about 320 households in the two buildings of Huanghui Pavilion and Huangxing Pavilion. There are many elderly people and children living in them. They have to take the elevator up and down every day. If the elevator in the future more serious accidents, the elderly and children are difficult to deal with, the consequences are unimaginable.

The real estate certificate information provided by Mr. Zhang shows that the completion date of Huanghui Pavilion in Huangzhou Garden is October 1993. Public information also shows that Huangzhou Garden Community was built in 1993. Huanghui Pavilion and Huangxing Pavilion are two 21-storey high-rise buildings, with 2 ladders and 8 ladders. The residential property management company is Shenzhen Guomao Property Management Co., Ltd.

The owners submitted an application for a general meeting of owners in August.

There is no industry committee in the community, there are many tenants, and it is difficult for the original owners to contact. It is difficult to hold an owners' meeting.

Mr. Zhang said that they had submitted the "Application for Convening a Temporary Owners' Meeting of Huangzhou Garden" to Futian Sub-district Office in August this year, hoping to vote on the elevator renewal. The Sub-district Office said that it needed property assistance to promote the matter, but there has been no progress in the elevator renewal since then.

Mr. Zhang said that the vast majority of owners want to replace the elevator, and they are willing to advance the matter in accordance with legal procedures, but because the owners have no formal organization, it is difficult for them to advance the matter. He told reporters that due to the early completion of the community, no owners' committee has been set up to manage the affairs of the community. In addition, many owners rent their houses, which makes it difficult for them to contact the full amount of owners, and it is also difficult to hold a general meeting of owners.

"But this matter cannot be resolved just because the owner cannot be found and the meeting cannot be held." Mr. Zhang believes that compared with them, the community property management office and the street office should be able to contact the owners in the community more conveniently. If they can push forward more actively, the elevator update will certainly be solved.

According to Article 278 of the the People's Republic of China Civil Code, the owners who jointly decide matters shall be voted by the owners whose exclusive area accounts for more than 2/3 and the owners whose number accounts for more than 2/3. The use of maintenance funds for buildings and their ancillary facilities shall be approved by more than half of the owners who participated in the voting on the exclusive area and more than half of the owners who participated in the voting. Reconstruction and reconstruction of buildings and their ancillary facilities, it shall be approved by more than 3/4 of the owners of the exclusive part of the voting and more than 3/4 of the owners of the voting.

The solution has been determined through consultation among the owners, the property and the streets, and the renewal is being carried out in an orderly manner.

The other party said that the old elevator in the residential area "must be replaced", but it is currently negotiating with the residents to promote the matter and will not accept the interview for the time being.

Finally, after negotiation, the owner and the property management office reached an agreement. As there is no industry committee in the community at present, the owners temporarily elected several people to set up a working group to connect with the property to promote elevator renewal. The owner and the property will first determine the details of the elevator replacement, and at the same time step up contact with the owner and prepare for the owners' meeting. On the morning of the 4th, the owner, the property and the Futian Street Office conducted an interview again, and the Futian Street Office said it would assist in promoting the relevant work.

On November 15, Mr. Zhang, a reporter from Nandu, learned that several enthusiastic owners had determined the technical and business requirements for replacing elevators. after consulting the community owners and elevator companies, the draft was finalized and sent to all elevator companies this morning. all elevator companies will provide quotations on November 18. After determining the elevator, you can apply to the street office and organize the owners' meeting.
