Zhaojiayuan Community is an old community built in the late 1990 s and is part of Caoxi Four Villages. The property form in the community is complex. According to residents, the elevator project was signed and started in December 2020, and construction began in September 2021. After communication failed, on July 27, residents called "12345" to complain.On August 15, the Xuhui district government settled the complaint and replied to the public that "the addition of elevators to the existing conditions in the residential area will affect the greening and parking spaces. when going through the approval process, the third party to add elevators will take into account not reducing the parking spaces in the residential area as much as possible to retreat the greening by 20 to 30 centimeters".
"Where is this only 30 centimeters back?" According to residents estimates, the two pieces of greening add up to more than 5 meters wide, covering an area of nearly 100 square meters. In addition, the residents found the consultation tickets and the publicized building plans for the ladder addition procedures in 2020, and found that none of them involved greening modifications. So, whose decision was it to eradicate greening like this?
To take into account the parking can only move green
Why is it not restored after the eradication of large areas of greening? The reporter found the "Alpha" elevator company, which is built on behalf of the ladder, and its project leader, Song Mou, described the ins and outs. He first showed the reporter a drawing of the "new version" of the building plan for installing elevators on April 22, 2021. on the drawing, a long shadow was cast on the concession area of the green belt on the side of building 70, which was marked as "this project will be expanded into a fire passage after 33.64 square meters of greening are removed, with a width of 4 meters, and the greening width will be narrowed from the original 5.72 meters to the present 4.37 meters". That is to say, the addition of elevators leads to the narrowing of the original passage, which does not meet the requirements of the fire passage, and can only be supplemented by making room for greening. "We carried out the construction in strict accordance with the drawings approved by the city," Song stressed.
As for the rectangular green belts on the 76th and 78th sides that have not been restored, his explanation is that he has "been instructed by the industry committee and the property".It is said that three cars were parked along the edge of the green belt on the side of Building 70. After adding ladders, the passage is narrowed, and side parking is more difficult. Therefore, the property and industry committee considered directly paving the rectangular green belt used for placing building materials during the construction process with floor tiles and changing it into inclined parking spaces.After such renovation, there is surplus space in addition to the three fixed parking spaces designated on the site, and two additional cars can be temporarily parked. "The conditions are very limited, and the parking needs of residents must be taken into account. This is the only way to operate," Song said.
However, residents do not agree with the above statement. Gong Wen, a resident of Building 70, said,The new version of the construction drawings are not publicized in the community, and the procedures are not standardized.However, in order to meet the standards of the fire passage, the greening is at least famous,There is no basis for the removal of a whole piece of greening on the other side.. "Do you need to shovel away so much greenery to take care of the parking? Are there any other optimization schemes?" More importantly, "Have you obtained the consent of the residents of the whole community?" Zhu Guanrong, the head of Building 70, believes that "this arbitrary practice cannot be condoned". She said that the multi-storey public houses such as No. 50 and No. 52 in the community will also be installed with elevators one after another. If all of them are "cut first and play later", how much green will be left in the community in the end?
It is precisely because of this that the residents of Building 70 defended their rights in many ways and demanded that the construction be carried out in accordance with the drawings to restore the damaged greening. From September 15 to early November, the South No. 1 neighborhood committee of Caohejing Street, where the community is located, has set up a platform and successively convened Jiatai on behalf of the construction party, the industry committee, the property and residents' representatives, and organized three coordination meetings to discuss remedial measures. However, according to feedback from residents, few coordination meetings have made little progress.
Tang Fei, secretary of the general party branch of a residential area in the south, believes that the construction party on behalf of the ladder has not carried out the construction according to the plan drawings, and alpha, the construction party on behalf of the ladder, should be responsible for coming up with the rectification plan and taking responsibility to the end. However, Alpha thinks that the shovel green parking is in accordance with the requirements of the industry committee and the property, and the responsibility does not lie with them. Now to rectify, the industry committee and the property should come up with a plan and implement it after public consultation in the community. How to avoid the contradiction between adding ladders and destroying green frequently?

"Do it all" is not necessarily right! The reporter consulted the Shanghai Urban Management and Law Enforcement Bureau,The adjustment of community greening needs to be reported to the greening management department for approval or filing. If this link is missing for direct operation, it will be recognized as "destroying green" by law enforcement agencies". According to the urban management and law enforcement department, there are not many disputes caused by this: that is, some residents who did not support the addition of ladders originally launched complaints immediately after discovering the phenomenon of destroying green, thus affecting the normal process of adding ladders. This also reminds all parties involved in the ladder to standardize the operation.
How to standardize the operation? The reporter called Xuhui District Greening Management Center. The staff of the examination and approval department told reporters that to handle the formalities for the greening adjustment of the residential area, it is usually necessary to provide a detailed adjustment plan, including drawings for eradication and compensation, and to ensure that the total green area of the residential area will not be reduced. Involving tree migration, landscape adjustment needs to go through the approval procedures, by the approval personnel on-site inspection after confirmation of approval. At the same time, the staff member stressed that the area of the green belt belongs to the common part of all the owners, and the occupation or adjustment should seek the opinions of all the owners in the building zoning, and the quorum number and area should participate in the voting.
However, because the old community generally does not have the conditions for "greening", in fact, there are "very few" cases that go through the approval and filing procedures ". The staff of Xuhui District Greening Management Center said frankly that in the ladder project, it is the key to avoid disputes and complaints without going through the approval and filing procedures. That is, reasonable design in the early stage, a good greening adjustment plan, and full public consultation to solicit opinions, so as to resolve the contradiction in advance.

On November 21, the caohejing Street Housing Office came forward to hold a coordination meeting again to solve the complaint about the destruction of green in Zhaojiayuan Community. At the meeting, residents of building 70 suggested that the rectangular greening on sides 76 and 78 could be restored in the form of "scaffolding greening", which could give consideration to greening and ground parking. At present, caohejing Street has arranged on-the-spot investigation by greening planners to come up with specific rectification proposals, and the rectification costs will be settled through negotiation between the elevator company and the property. Tang Fei, secretary of the general party branch of a residential area in the south, said that after the rectification plan is determined, a "supplementary consultation" will be carried out in the community and will not be implemented until it is approved.
