On October 31, in Huaxin Huayuan Community, Tianxin District, Changsha City, 71-year-old Luo Tingxiong excitedly introduced the newly installed elevator in the unit building to reporters. In order to win the consent of his neighbors, he lobbied for nearly three years until the elevator was successfully installed and completed. "Now it is very convenient to go out to buy vegetables, take a walk, and dance in the square, and the quality of life has been significantly improved."
To catch up with the policy dividend, many old residential areas in Changsha have been retrofitted with elevators in recent years, but the real implementation is not as simple as imagined. A reporter from Sanxiang Metropolis Daily visited Huaxin Huayuan Community to see how they realized the residents' "elevator dream".

Luo Daddy is a retired employee of the Provincial Geological Institute (formerly Hunan Nonferrous Geological Hospital), and now he is living at home with his wife. I live on the 5th floor and don't have an elevator. It's not a problem to climb the stairs when I just retire. I still go out to buy vegetables and exercise as usual every day. However, with the increase of age, climbing the stairs becomes difficult, can not go out as far as possible.
"In 2019, everyone was very excited to hear that the government subsidized 100000 yuan for the installation of an elevator." Luo Daddy led the reporter to visit Huaxin Huayuan Community. As a unit residence of Hunan Geological Institute, there are 12 buildings and 36 unit buildings in the residential area. The elevator style is unified. The outer wall of the elevator shaft is made of glass structure. The outside landscape can be seen inside the elevator, and the operation of the elevator can be seen outside. The elevator structure is parallel to the stairwell but not interoperable. Residents on each floor have additional doors opened on the balcony to facilitate direct access to the elevator.

Arriving at Building 13 of the community, the reporter followed Daddy Luo to his home on the 5th floor. It took less than a minute from the elevator to the door. "After the elevator is installed, more and more elderly people go downstairs in the community, so they don't have to climb the stairs hard, which saves time and effort." Daddy Luo said that he and his wife now often participate in various activities organized by the community, solve the problem of going up and down the stairs, sing, dance, and play chess with old friends, and have a good time.
Top tenants lobby their neighbors and take the lead in funding advances.
"There is a 90-year-old man living upstairs. He used to have to pay someone to carry him up and down." According to Daddy Luo, most of the neighbors who live in the same unit building are retired elderly people. In the past, going upstairs and downstairs was a difficult problem that had to be faced. Everyone wants to install elevators, but it is conceivable that each household will spend tens of thousands of dollars and choose silence.
"In order to encourage everyone to pool money to install elevators, we spent 3 years doing ideological work, held 5 conferences, and tried to use shared elevators, and finally gave up worrying about subsequent maintenance management issues." Daddy Luo said that in the end, the owners living in the high-rise decided to invest in the introduction of elevators first, while other residents "did not object, did not block, and did not participate".
After the elevator installation procedure was started, the steel frame structure of the elevator was rigidly framed, and the owners joined in one after another, and the proportion of the elevator contribution was shared according to the step elevator. "After the acceptance, the government gave us a subsidy of 100000 yuan, which was kept by an owner for elevator maintenance and electricity payment." Daddy Luo said.
"The 7-building 3-unit building in the residential area took the lead in exploring a reasonable cost-sharing scheme for elevator installation, which won the support of the owners of the entire unit and became the' benchmark' building in the residential area. Other buildings soon followed up." Tan Lin, Secretary of the Community Party Committee of Guangsha New Village, Chiling Road Street, Tianxin District, Changsha City, introduced that since 2019, under the community organization, each building of Huaxin Huayuan Community has established an elevator installation coordination and promotion group to fully listen to and collect residents. Through in-depth understanding of each household, "one volume on the first floor" and "one ladder, one discussion" have been established ". At present, of the 36 units in the community, 35 have implemented the project of installing elevators, and one is in progress, fulfilling the residents' "elevator dream".
Extension: What if the elevator is installed after the maintenance period
According to statistics from the Hunan Provincial Department of Housing and Urban-Rural Development, in 2022, Hunan will start the renovation of 3222 old urban communities and complete the installation of 4000 elevators in existing residential buildings. So, after the warranty period of the elevator, how to maintain?
On November 1, the reporter came to Meiling Community, Wenyuan Street, Tianxin District, Changsha City. Lu Kuian, a 70-year-old retired teacher from the Railway School of Central South University, put forward his own suggestions.
"Now the elevator is still in the two-year warranty period. If there is any trouble, you can call for repair. After the warranty period, I can solve minor problems, and I have to pay for the repair of major problems." Lu Kuian said that elevators will be installed in the residential area in 2021. He specially required cement masonry walls to be used for the outer walls to ensure that the elevators can operate at constant temperature.
"The addition of residential areas is mainly convenient for the elderly." Lu Kuian said that due to the addition of ladder cards in the installed elevators, frequent use of foreign personnel was effectively prevented, losses were reduced, and electricity charges were not much. Since New Year's Day this year, only 270 kilowatt-hours of electricity have been used, which is only more than 100 yuan at a time in 0.6 yuan. "if it has been used for a long time, the maintenance cost of the elevator will certainly become a problem."
Lu Kuian suggested that relevant government departments can appropriately subsidize property service items related to the installation of elevator maintenance, and at the same time carry out standardized management of elevator accessories and door-to-door services on the market, so as to reduce the burden on the people to a certain extent. At the same time, the owners' committee or property company of each community can appropriately charge a certain property fee as a fund reserve for elevator maintenance.
