Article 12 Newly built, rebuilt or expanded residential buildings, residential areas, public buildings, public places, transportation facilities, urban and rural roads, etc., shall meet the standards for the construction of barrier-free facilities.
Barrier-free facilities shall be planned, designed, constructed, accepted and delivered synchronously with the main project, and shall be effectively connected with the surrounding barrier-free facilities.
Barrier-free facilities shall be provided with barrier-free signs that meet the standards and shall be incorporated into the guiding marking system in the surrounding environment or inside buildings.
Article 13 The state encourages engineering construction, design, construction and other units to adopt advanced concepts and technologies to build barrier-free facilities that are humanized, systematic, intelligent and coordinated with the surrounding environment.
Article 14 The construction unit shall include the funds for the construction of barrier-free facilities into the budget of the construction project.
The project construction unit shall not express or imply that the design or construction unit violates the construction standards of barrier-free facilities; it shall not deliver the barrier-free facilities that have not been accepted or unqualified without authorization.
Article 15 The engineering design unit shall design in accordance with the standards for the construction of barrier-free facilities.

Article 16 The construction and supervision units of the project shall carry out the construction and supervision of barrier-free facilities in accordance with the construction drawing design documents and relevant standards.
The competent departments of housing and urban and rural construction shall not go through the formalities of completion acceptance and filing if they fail to carry out the acceptance of barrier-free facilities in accordance with laws, regulations and standards for the construction of barrier-free facilities or fail to pass the acceptance.

If the conditions for the transformation of barrier-free facilities are not available, the responsible person shall take necessary alternative measures.
Article 19 People's governments at or above the county level shall support and guide the transformation of barrier-free facilities for families. Appropriate subsidies shall be given to eligible disabled persons and families of the elderly.
Residents' committees, villagers' committees, residential area management service units, and owners' committees shall support and cooperate with the transformation of family barrier-free facilities.
Article 20. Units for the concentrated employment of persons with disabilities shall build and renovate barrier-free facilities in accordance with relevant standards and requirements.
The State encourages and supports employers to carry out the construction and renovation of barrier-free facilities in places of employment, so as to provide necessary working conditions and conveniences for employees with disabilities.

Article 23: New construction, reconstruction, expansion, and pedestrian bridges and underpasses in urban trunk roads, major commercial districts and large residential areas that are qualified for reconstruction shall construct or transform barrier-free facilities in accordance with the standards for the construction of barrier-free facilities.

If the existing public transport vehicles have the conditions for transformation, they shall carry out barrier-free transformation and gradually meet the requirements of barrier-free standards; if they do not have the conditions for transformation, the operating units of public transport vehicles shall take necessary alternative measures.
Local people's governments at or above the county level shall, in accordance with local conditions, gradually establish an urban barrier-free bus guide system and plan to allocate an appropriate amount of barrier-free taxis.
Article 26 The owner or manager of barrier-free facilities shall perform the following maintenance and management responsibilities for barrier-free facilities to ensure the normal function and safe use of barrier-free facilities:
(I) repair or replacement of damaged barrier-free facilities and signs;
(II) the transformation of barrier-free facilities that need to be transformed;
(III) correction of the occupation of barrier-free facilities;

Article 28 No unit or individual may change the use of barrier-free facilities or illegally occupy or damage barrier-free facilities without authorization.

Article 32 Internet websites, service platforms, and mobile Internet applications established with financial funds shall gradually meet the barrier-free website design standards and national information barrier-free standards.

Article 36 Libraries, museums, cultural centers, science and technology museums that provide public cultural services shall take into account the characteristics of the disabled and the elderly, actively create conditions, and provide literature information, barrier-free facilities, equipment and services that meet their needs.
Article 37 The relevant departments of the State Council shall improve the management standards for drug labels and instructions, and require drug manufacturers and operators to provide labels and instructions in accessible formats such as voice, large characters, Braille, and electronics.
The State encourages producers and operators of other commodities to provide labels and instructions in accessible formats such as voice, large characters, Braille and electronics, so as to facilitate the identification and use of the disabled and the elderly.
Article 38 The State shall promote and use the national common sign language and the national common Braille.

If public service places involve medical and health, social security, financial business, living payment and other service matters, traditional service methods such as on-site guidance and manual handling shall be retained.
Article 40 Administrative service agencies, community service agencies, and public service agencies such as water supply, power supply, gas supply, and heating shall set up low-level service desks or barrier-free service windows, equipped with electronic information displays, handwriting boards, and voice prompts. Article 41: Judicial organs, arbitration institutions, and legal aid institutions shall provide barrier-free services for persons with disabilities and the elderly to participate in litigation, arbitration activities and obtain legal aid in accordance with the law.
The State encourages legal service institutions such as law firms, notary institutions, judicial appraisal institutions and grass-roots legal service offices to provide barrier-free services in combination with the services provided.
Article 42 The operating units of transportation facilities and public transportation vehicles shall, according to the service characteristics of various modes of transportation, in combination with the conditions of facilities and equipment and the service contents provided, set up barrier-free service windows, special waiting areas, green channels and priority seats for the disabled and the elderly, and provide barrier-free services such as assistive devices, consultation and guidance, subtitle stations, voice prompts, reservation customization, etc.
Article 43 Educational administrative departments and educational institutions shall strengthen the construction of barrier-free environment in educational places and provide barrier-free services for teachers, students and employees with disabilities.
Educational examinations, vocational qualification examinations, technical skills examinations, recruitment examinations and unified examinations organized by various schools shall provide convenient services for candidates with disabilities.
Article 44 Medical and health institutions shall, in combination with the services provided, provide convenience for the disabled and the elderly to seek medical treatment.
Service institutions related to the disabled and the elderly shall be equipped with barrier-free equipment and provide barrier-free services in life care and rehabilitation care.
Article 45 The state encourages culture, tourism, sports, finance, postal services, telecommunications, transportation, commerce, catering, accommodation, property management and other service places to provide assistive devices, consultation and guidance and other barrier-free services for the disabled and the elderly.
The State encourages postal and express delivery enterprises to provide door-to-door collection and delivery services for the disabled and the elderly who are unable to move.
Article 46 The operation and management units of public places, transportation facilities and public transportation vehicles shall provide convenience for the disabled to carry guide dogs, guide dogs, auxiliary dogs and other service dogs.
Persons with disabilities who carry service dogs in and out of public places and use transportation facilities and public transportation vehicles shall abide by relevant national regulations, wear obvious identification equipment for service dogs, and take necessary protective measures.

Chapter V Safeguard Measures
Article 50 The country shall carry out publicity and education on the concept of barrier-free environment, popularize the knowledge of barrier-free environment, spread the culture of barrier-free environment, and enhance the awareness of barrier-free environment of the whole society.

Article 55 The State shall establish a mechanism for training talents in relevant fields of barrier-free environment construction.
The State encourages institutions of higher learning and secondary vocational schools to set up specialties and courses related to the construction of barrier-free environment, and to carry out theoretical research, international exchanges and practical activities on the construction of barrier-free environment.
Construction, transportation, computer science and technology and other related disciplines should increase the teaching and practice content of barrier-free environment construction, and the examination content of vocational qualifications, continuing education and other training in related fields should include knowledge of barrier-free environment construction.
Article 56 The State encourages government organs, enterprises, institutions, social organizations and other social organizations to train their staff in the knowledge and skills of barrier-free services.

Article 59 The State shall implement a target responsibility system and an assessment and evaluation system for the construction of a barrier-free environment. Local people's governments at or above the county level shall formulate specific assessment methods in accordance with the actual conditions of their respective regions.
Article 60 the relevant competent departments of the local people's governments at or above the county level shall regularly entrust third-party institutions to carry out the evaluation of barrier-free environment construction, and publish the evaluation results to the public and accept social supervision.
Article 61 People's governments at or above the county level shall establish a system for publicizing information on the construction of barrier-free environments and regularly publish information on the construction of barrier-free environments.
Article 62 Any organization or individual shall have the right to put forward opinions and suggestions on strengthening and improving the construction of barrier-free environment to the relevant competent departments of the government, and to make complaints and reports on violations of the provisions of this law. Article 63: For acts that violate the provisions of this Law and harm the public interests of society, the People's Procuratorate may make procuratorial suggestions or initiate public interest litigation.
Chapter VII Legal Liability
Article 64: If the construction, design, construction, and supervision unit fails to carry out construction, design, construction, and supervision in accordance with the provisions of this law, the relevant competent departments of housing and urban and rural construction, civil affairs, and transportation shall order corrections within a time limit; those who fail to make corrections within the time limit shall be punished in accordance with relevant laws and regulations.
Article 65 in case of any of the following circumstances in violation of the provisions of this law, the relevant competent departments of housing and urban and rural construction, civil affairs, transportation, etc. shall be ordered to make corrections within a time limit; if they fail to make corrections within the time limit, the unit shall be fined not less than 10000 yuan but not more than 30000 yuan, and the individual shall be fined not less than 100 yuan but not more than 500 yuan:
(I) the person responsible for barrier-free facilities does not perform the maintenance and management responsibilities, unable to ensure the normal function and safe use of barrier-free facilities;

Article 66: If a person violates the provisions of this law and fails to perform the obligation of barrier-free information exchange in accordance with the law, the relevant competent departments of Internet information, industry and information technology, telecommunications, radio and television, press and publication shall be ordered to make corrections within a time limit; if they fail to make corrections within the time limit, Be notified and criticized.
Article 67 If a telecommunications business operator fails to provide barrier-free information services in accordance with the law, the competent telecommunications department shall order it to make corrections within a time limit; if it fails to make corrections within the time limit, a fine of not less than 10,000 yuan but not more than 100,000 yuan shall be imposed.
Article 68 If a department or unit responsible for public service fails to provide barrier-free social services in accordance with the law, the people's government at the corresponding level or the competent department at a higher level shall order it to make corrections within a time limit; if it fails to make corrections within the time limit, the person in charge directly responsible and other persons directly responsible shall be punished according to law.
Article 69 If the organizer or organizer of the examination fails to provide convenient services to candidates with disabilities in accordance with the law, the people's government at the corresponding level or the competent department at a higher level shall criticize and order corrections; if it refuses to make corrections, the directly responsible person in charge The personnel and other directly responsible persons shall be punished according to law.
Article 70 Any staff member of the relevant competent department or organization for the construction of a barrier-free environment who abuses his power, neglects his duty, or engages in malpractices for personal gain shall be punished according to law.
Article 71 Anyone who violates the provisions of this Law and causes personal injury or property loss shall bear civil liability according to law; if a crime is constituted, criminal responsibility shall be investigated according to law.
Chapter VIII Supplementary Provisions
Article 72 This Law shall come into force as of September 1, 2023.
