The largest investment, the greatest significance, and the greatest difficulty-the installation of elevators is the biggest "dish" in the "menu" for the renovation of old communities. Small elevator, big livelihood. The reporter found that compared with the huge demand, the installation of elevators in old residential areas in Beijing is still in its infancy.

In 2019, Beijing asked all districts to conduct a survey. According to the relevant person in charge of the Beijing Municipal Commission of Housing and Urban-Rural Development, through reporting estimates, there are about 100,000 unit doors in the city's old buildings that meet the requirements for installation, involving more than 200 million residents.

Beijing is the epitome of the whole country. In July 2019, the person in charge of the Ministry of Housing and Urban-Rural Development disclosed that there are 170000 old urban communities to be renovated in my country, involving hundreds of millions of residents.

"Too many elderly people have no conditions to buy new houses and can only live in old communities." Shi Xuelei, deputy director and chief engineer of the elevator R & D center for existing buildings of China Construction Technology Group Co., Ltd., found that nearly 2 million units in 170000 old communities across the country did not have elevators. These communities were mainly built between the 1960 s and 1990 s.

Li Zongrui, an 83-year-old retired professor from Beihang, lives on the 4th floor of Unit 2, Building 404 in the school. He goes downstairs to the small park in the school at 3 pm every day to walk around with his old colleagues.

"Many old neighbors have been waiting for a lifetime and died while waiting." Seeing that the elevator was installed in Building 104 not far away, Li Zongrui's expectation was beyond words. At present, the municipal finance has allocated a total of up to 640000 yuan per unit to the district finance quota for the project of installing elevators in old buildings. Each district government can formulate relevant subsidy policies in combination with the actual situation of the district.

"There used to be a lot of pre-conditions for installing elevators in old neighborhoods in Beijing. After the pilot program was introduced, there was no need to go through the formalities of project approval, land use, planning and construction permits, just go through the construction drawing review and elevator installation and acceptance." The relevant person in charge of the Beijing Municipal Housing and Construction Commission said.

In the face of three invisible "hurdles", the party committees and governments at all levels in Beijing are facing difficulties:

-The first "hurdle" is to persuade all residents of the unit building to sign their consent.

In the process of soliciting opinions on the installation of elevators, most of the residents on the first floor were worried about the shading and noise of the elevators. According to the survey conducted by China Construction Technology Group Co., Ltd. in various provinces and cities for the addition of elevator research and development centers in existing buildings, how to get 100 percent of residents to sign or at least not explicitly oppose it has become the "No. 1" problem in the installation of elevators in old residential areas across the country.

"Because the elevator belongs to special equipment, it is very important to do a good job in maintenance and management in the later period, which requires full consultation among residents." The relevant person in charge of the Beijing Municipal Commission of housing and urban rural development said, "it is better to do the preliminary negotiation work for a long time, but also to do a solid job and avoid turning over the pancakes '."

"Work from door to door. If you can't climb the door once, you can climb it twice. If you can't see it during the day, you wait for the owner to come back from work at night." Huang Weihong, secretary of Shenggubeili Community, Heping Street, Chaoyang District, Beijing, said that his eyes could not help but turn red.

Tongzhou Beixiaoyuan residential area is commercial housing, residents do not know each other. "This makes it more difficult to do the work at home. We can only work hard and there is no shortcut." Community Secretary Li Li said.

-How to strengthen the later operation and maintenance and realize long-term and reliable operation is another "hurdle".

It is understood that in Beijing, the installation of elevators in old buildings mainly adopts three methods: agent construction lease, property right unit contribution, and owner's self-financing and self-construction. Among them, "agent construction lease" is the most: the owner entrusts a third party as the main body of implementation, responsible for the installation of elevators and subsequent maintenance, and the owner pays monthly or annual usage fees.

The reporter found that although Beijing's subsidies are very strong, they are still not enough to cover all construction costs, because in addition to the installation of elevators, the relocation of underground pipelines also costs a lot of money.

An elevator has been installed in the community of Tongzhou Beixiaoyuan. Later in the operation, residents are required to pay a user fee, but the fee is not enough to cover the operation and maintenance costs.

"Although only one elevator has been installed, we have to set up maintenance points in the community. If more elevators can be installed, with the scale effect, the advertising space in the car can be used more effectively and the cost can be further reduced." Cai Changping, general manager of Beijing Yangyi Fashion Building Decoration Co., Ltd., who is responsible for the installation of elevators in Tongzhou Beixiaoyuan community, said.

"We are conducting a follow-up study on the later operation and management, and will formulate reasonable guidance on fee management, and at the same time encourage enterprises to develop business and increase revenue." The relevant person in charge of the Beijing Municipal Housing and Construction Commission said.

-The installation of elevators and the relocation of pipelines are often time-consuming, laborious and expensive, becoming the third "hurdle".

On the campus of Beihang, green fences have been installed in front of some old buildings, as well as large pits that have been dug. Community staff told reporters that the relocation of gas and other lines often requires approval several months in advance.

According to the research results of the addition of elevator research and development centers in existing buildings of China Construction Technology Group Co., Ltd., there is currently no special "green channel" for the installation of elevator pipelines in Beijing and even across the country ".

"Gas, tap water and other units will not give priority to the relocation of pipelines equipped with elevators." Shi Xuelei suggested that since the installation of elevators involves the quality of life of many residents, especially the elderly, special matters should be considered.

"We will convene various municipal professional companies with relevant departments to study shortening the approval time for pipeline relocation and reducing construction costs. At the same time, we will compile elevator atlas and technical guidelines to further standardize the work." The relevant person in charge of the Beijing Municipal Housing and Construction Commission said.

In 2020, the installation of elevators in old buildings will continue to be listed as an important livelihood project in Beijing. It is planned to start construction of more than 400 units and complete construction of more than 200 units throughout the year, so as to further solve the difficulties for the elderly and people with mobility difficulties to get up and down the stairs......
