Recently, the Chongqing Municipal People's Government Network released the "Chongqing City" Safe Ladder Guard Action "Work Plan" (hereinafter referred to as the "Plan"), clarifying that the elevator car advertising revenue should be used for elevator maintenance and overhaul.
According to the plan implementation plan, in 2021, Chongqing will improve the elevator safety supervision mechanism, start the intelligent elevator management platform, and complete the renovation of 520 old elevators.

In 2023, the city's "safe elevator guard operation" achieved remarkable results, with the elevator emergency response rate reaching 99%, the failure and trapping rate lower than 0.5, the inspection (testing) qualified rate reaching 95%, the average rescue arrival time not exceeding 30 minutes, and the on-time arrival rate reaching 98%.

At the same time, the plan requires that elevators without property management, maintenance, and special maintenance funds or elevators with serious safety hazards after safety assessment should be the focus of rectification, and comprehensive rectification should be taken to eliminate safety hazards.
In addition, the plan proposes to strengthen the management of the use of elevators in existing residential buildings and encourage the use of property management or trusteeship to manage elevators. District and county governments can combine their own financial resources to promote the renovation of old residential elevators by means of financial subsidies. Smooth the channels for the withdrawal of special property maintenance funds, and do a good job in the emergency use of special property maintenance funds.
For elevator renovation projects that enjoy government financial subsidies, the warranty period of the whole elevator shall not be less than 5 years; for elevators newly installed and used and maintained by the original production enterprise, the warranty period of the five major components such as traction machine, door machine, safety gear, speed limiter and control cabinet shall be more than 10 years.

The advertising revenue of elevator cars should be given priority to the use, maintenance and overhaul of elevators.

Actively coordinate the basic telecommunications operators to strengthen the elevator car and shaft mobile communication signal coverage, and promote intelligent elevator information security work.
In addition, the district and county governments should incorporate elevator emergency rescue into the district and county emergency rescue system, and coordinate and command elevator emergency rescue work. Installation of elevator intelligent terminal, promote the transformation of traditional artificial alarm mode to intelligent alarm mode, and gradually realize intelligent rescue.
Chongqing will also explore the establishment of an accident prevention mechanism for elevator safety liability insurance, encourage the innovation and application of insurance models such as "insurance service" and "elevator pension insurance", and actively play the role of insurance in accident prevention and economic compensation. The insurance company carrying out the elevator "insurance + service" innovation mode shall effectively monitor the elevator maintenance and operation, and implement the dynamic adjustment of premium rate according to the risk assessment.
The plan proposes to establish a credit list of elevator enterprises, implement relevant information publicity systems such as elevator manufacturing and installation, use management, maintenance, inspection and testing, complaints, safety accidents, and "blacklists", enable electronic certificates for elevator operators, and integrate the credit records of operators And employment records are included in electronic certificate management, and serious illegal and untrustworthy enterprises and employees shall be jointly punished in accordance with laws and regulations.
