"The elevator in our community broke down again today. In recent years, the elevator often broke down, which scared people to sit." The elevator slumped, scaring Ms. Yang and another owner.
In a hurry, Ms. Yang pressed the alarm button in the elevator, but the button could not be pressed. Subsequently, the two people contacted the property company. After that, the crew rescued the two and resumed the elevator operation.
"After the elevator went wrong, the property company and the elevator company did not stop the elevator, and the elevator was still running." Ms. Yang believes that after the failure, the elevator company and the property company did not take emergency measures.
Ms. Yang said that just a few days ago, she also encountered an elevator failure, when the elevator slipped to the negative first floor during operation. Elevator failures have occurred many times, burying safety hazards for residents to travel.

"Once, the elevator slid between floors and we had to climb out of the car." Ms. Du said that the safety of the elevator is related to the personal safety of the residents. Knowing that the elevator is to be overhauled, their family signed the maintenance consent form early, hoping to repair the elevator as soon as possible to ensure the safety of the residents.

Ms. Ma, the manager of the property company responsible for community services, said that the elevators in the community were installed in 2010 and often failed. During this period, they have been repaired several times, but the hidden dangers of elevator safety still exist. In recent years, the elevators of seats C and D have received a lot of complaints due to frequent failures. Originally, the elevator should be stopped due to potential safety hazards, but in order to ensure the normal travel of residents, under the supervision of the special equipment inspection company and relevant departments, the elevator maintenance company strengthened maintenance and inspection, and the elevator maintained operation.
In order to ensure the safety of people's lives and property, this year, the people's Government of Chengxi District formulated the implementation plan for the repair, transformation and renewal of elevators in old residential buildings in Chengxi District in combination with the actual use of elevators in the jurisdiction area. After the safety assessment and confirmation, the repair, transformation and renewal of elevators in old residential buildings with hidden dangers of safe use will be carried out.
Ms. Ma said that in the elevator maintenance project in the jurisdiction, part of the elevator maintenance cost is subsidized by the government, and the rest of the maintenance cost is paid by the owner. The elevator needs to be overhauled, why not use the maintenance fund? Ms. Ma said that the process of applying for the use of the maintenance fund is cumbersome, long, and requires the signature of all owners, and the community to repair the elevator is imminent, so the owners chose the way of crowdfunding.
Ms. Ma said that since the project notice was issued, the property company has started to negotiate with the owner about elevator maintenance. Through meetings, WeChat group notices, notice posted on the notice board, notice at home, etc., the owner has been notified to repair the elevator and the owner needs to share part of the maintenance costs.
Elevator Maintenance Encountered Signing Problems
At present, the elevators in Block C and Block D of Jiaronghua Yangguang Huafu Community have completed the safety assessment process and entered the phase of signing the maintenance agreement of the elevators in the two buildings. "There are 190 households in Block C, 80 of which have signed, 122 of which use elevators in Block D, and 40 of which have signed, with a signing rate of less than 50%." Ms. Ma said.
In order to solve the problem of elevator maintenance, Dai Zejing, head of Qinghai Baoan Chuan Elevator Co., Ltd., who is responsible for elevator maintenance in the residential area, also rushed to the residential area. "It was assessed that the four elevators in seats C and D, with the exception of the car, were to be overhauled. According to the regulations, the sign-off rate for the owners of the community to agree to repair and pay for the cost must reach 80% before construction can start, but the owner's consent rate for seats C and D is far from sufficient." Dai Zejing said.
The office of the property company is on the first floor of block c. at noon on July 18, when two men were about to take the elevator upstairs, ms ma came forward to inform them of the signature and was told that they were tenants. "Whoever uses the elevator will have to pay for the maintenance of the elevator, but some tenants are unwilling to pay for it." Ms. Ma said that in desperation, she had to inform the tenant to inform the owner of the details and let the owner and the tenant discuss how to pay for the elevator maintenance.
"The cost of government subsidies is limited. According to who applies first, who enjoys it, but our owners have not signed it for a long time. I am worried that we will not be able to apply for government subsidies." Ms. Ma said.

Ms. Ma said that there are many tenants in the sunshine Huafu district of Jiaronghua, with high personnel mobility and high elevator utilization rate. Elevator maintenance involves the sharing of maintenance funds between owners and tenants, which is difficult to work. The property company also hopes to obtain government project subsidies as soon as possible. However, this requires the active cooperation and joint efforts of owners and tenants. It is hoped that owners will hurry to sign with the property company and enjoy the government's policy of benefiting the people as soon as soon as possible.
